Almost 30 calls were received on the 'hotline' of the chairman of the regional council of deputies Vladimir Terentyev

In resolving many land issues that citizens bring to the regional administration, personal initiative must also be shown. This opinion was expressed by the Chairman of the Vitebsk Regional Council of Deputies, Vladimir Terentyev, during a direct line.

A resident of the Orsha district approached Vladimir Terentyev with a land use problem. An acquaintance gave her a plot of land 12 years ago for personal farming, which she inherited. No lease or transfer agreement was concluded. Several years ago, the issue of its seizure arose because the legal owner refused it. The woman applied to the district executive committee, proved her right to use the land in court, but the issue with the local authorities has not yet been resolved.

"It is difficult to assess this problem now, we will investigate it, including with the Orsha District Executive Committee," emphasized the Chairman of the Regional Council of Deputies. "Year after year, land disputes arise more and more often. Cases of incorrect measurements of plots, conflicts over 20-30 cm, and fences installed in the wrong place are not uncommon. As a rule, the problem of interpersonal relationships between neighbors is also involved here. To prevent such disputes that last for years, citizens need to show initiative. Timely оформление documents and clarifying property boundaries are the least that can be done."

The majority of calls to the direct line came from Vitebsk residents, in particular, from residents of Gagarin Street, where reconstruction is underway. "This is quite predictable, because when we planned the improvement work in this microdistrict, we could not include all the adjacent territories in the list," emphasized Vladimir Terentyev. For example, a resident of one of the houses hopes that the problem with garbage containers under her windows will be resolved: at least to move them further away. For several years, she has been complaining about an unpleasant odor penetrating her apartment. Sanitary services and housing services conducted an inspection and claim that the norms for placing garbage containers have not been violated.

Another resident of Gagarin Street is concerned about car parking. He leaves his personal vehicle under the windows to make it easier to take his grandmother, a Group I disabled person, to the car. Traffic police inspectors are issuing fines for this.

After the direct line, Vladimir Terentyev went to the site, including with representatives of housing and communal services and the traffic police, to address the applicants' issues.

Another pressing issue, not only for Vitebsk residents, was the operation of heating systems. Residents of the regional center and the village of Dolzha, Vitebsk region, complained about the cold in their apartments since the beginning of the heating season. These appeals were promptly addressed during the direct line.

They also quickly responded to a call from a pensioner from 1st Keramzitovaya Street in Vitebsk. Her upstairs neighbors flooded her apartment and do not answer their calls. Specialists will visit the woman, inspect the condition of her apartment, and check on the neighbors.

Where the interests of people with disabilities and children are concerned, there should be no delays, stated Vladimir Terentyev. One such issue was raised by a Vitebsk resident living with two Group I disabled individuals – her mother and a minor child. Her apartment suffers from dampness and mold, especially during rains. In response to her appeal, the housing and maintenance office informed her that the external seams of the building needed to be sealed, but the utility service lacked specialized transport for such work. "Besides a special vehicle for high-rise work, there are also industrial climbers," Vladimir Terentyev replied to the applicant and promised that the situation would be rectified as soon as possible.

Appeals came from many districts of the region. Citizens are concerned about employment, road conditions, and the lack of a public bath in settlements without hot water supply. According to the Chairman of the Regional Council of Deputies, many of these issues are solvable. "When people turn to the regional leadership, it often indicates shortcomings of various local services," he emphasized. "But sometimes citizens call us, bypassing local authorities, thinking that the higher the leadership, the faster the issue will be resolved."

Several calls with gratitude for problem-solving were also received during the direct line. For example, a Vitebsk resident living on Titov Street expressed appreciation for assistance in greening the neighborhood. "You actively participated in planting trees yourself, and we also want to thank you for that," replied Vladimir Terentyev to the caller. He added that similar calls are received on every direct line, and it is pleasant to receive such feedback from those who have been helped.
