Subprogram "Vitstroy": realities and prospects
As noted by Vladimir Belous, Chairman of the Committee for Architecture and Construction of the Vitebsk Regional Executive Committee, significant work has been carried out within the framework of the "Vitstroy" subprogram. A total of 28 measures are planned for the period from 2011 to 2015, with their implementation occurring at different times. As of January 1, 2013, the utilization of funds in this area amounted to over 266 billion rubles. The main facilities under the program have already been commissioned or are under implementation. In particular, the modernization of the large-panel housing construction plant in Vitebsk (95 percent) and a similar enterprise of Trust No. 16 in Novopolotsk (70 percent) have been completed. This has allowed for an increase in production volumes. Furthermore, the use of products manufactured on new modern lines enables a noticeable improvement in quality characteristics, including the surfaces of building structures, the thermal performance of buildings, and the implementation of new design solutions. The first such house will soon be commissioned in Novopolotsk.
Also, in 2012, a project was implemented at the expanded clay gravel plant in Novolukoml for the production of expanded clay concrete products. A new workshop was built, and the packaging section was expanded. Among smaller projects, Vladimir Nikolaevich highlighted the modernization of the concrete mixing workshop with the reconstruction of the concrete mix supply gallery for technological spans by Orsha Construction Trust No. 18. Work is also underway at the production facility to improve equipment and master the production of new types of products.
Over the past year, 10 reinforced concrete product plants have been re-equipped to produce products specifically for agricultural construction. Previously, there were only two such plants – the production facility in Orsha and the "Vitebsk Rural Construction Combine". The re-equipment of these enterprises is ongoing. Positive examples of new projects being implemented can also be found among the residents of the FEZ "Vitebsk". For instance, PE "Dekora IST" is engaged in the production of PVC skirting boards. More than half of the funds have been utilized. 15 jobs have been created. The profitability was 9 percent. Additionally, JV "Okna Invest" is modernizing the production of PVC and aluminum window and door units. A modern line and auxiliary mechanisms have been installed. JV "Fortex-Water Technologies" has launched the production of equipment for disinfecting drinking and wastewater based on ultrasound, a floater for treating highly concentrated wastewater, and equipment for treating circulating wastewater. Financing in the amount of 6 billion rubles is planned. 249 million have been utilized. 7 jobs have been created.
Unfortunately, not all enterprises coped with the task over the past year. A number of measures were not implemented at the Voropayevo and Orsha reinforced concrete product plants. Work will continue in 2013. At OJSC "Vityaz", due to a lack of funds, it was necessary to abandon the reconstruction of the motor transport enterprise into a workshop for producing concrete products using vibro-pressing. Among the economic entities within the FEZ "Vitebsk", PE "Porta KMI Bel" did not fulfill its plans, where the creation and development of an enterprise for the production of door leaves and frames for interior doors was planned. The project was not implemented due to the investor's refusal to finance. The enterprise has been deprived of its FEZ resident status. Other organizations are also experiencing problems with plan fulfillment.
