Powers between the National Academy of Sciences of Belarus and the State Committee on Science and Technology have been redistributed
August 7, Minsk /BELTA/. The powers between the National Academy of Sciences of Belarus (NASB) and the State Committee on Science and Technology (SCST) have been delineated and redistributed. Corresponding provisions are contained in Decree No. 9 of the Head of State "On Amending and Supplementing Decree of the President of the Republic of Belarus of March 5, 2002 No. 7", signed on August 4. This was reported to BELTA by the press service of the Belarusian leader.
The organization and coordination of all scientific research (with the exception of scientific and technical programs), regardless of the departmental affiliation of the performers, as well as the organization and conduct of state scientific expertise, have been assigned to the competence of the NASB.
The Presidium of the NASB has been vested with the powers to implement these functions. It has also been transferred the functions of the interdepartmental Council for the Coordination of Fundamental and Applied Research, which previously operated within the National Academy of Sciences on a voluntary basis.
The main function of the SCST has been defined as conducting state policy in the innovation sphere, within the framework of which monitoring of global production trends will be carried out, and based on their analysis, motivated recommendations on the formation of innovation infrastructure and the creation of high-tech industries will be developed.
The function of monitoring the progress of scientific and technical programs and the industrial implementation of the results of research, development, and experimental-technological work remains with the SCST.
The adoption of this decree will optimize the management of the scientific sphere through a clear division of powers and responsibilities between the NASB and the SCST.
Decree No. 9 comes into force on the day of its official publication. -0-
