Assistant to the President – Inspector for the Vitebsk Region Anatoly Linevich held a reception of citizens in the Chashniki District

Помощник Президента – инспектор по Витебской области Анатолий Линевич провел прием граждан в Чашникском районе
The condition of roads and village wells, water supply, reimbursement for the installation of electric boilers, demolition of illegal structures – these were the issues considered during a reception of citizens in the Chashniki district by the President’s Aide – Inspector for the Vitebsk Region, Anatoly Linevich.

Only one applicant registered for a personal appointment, while the other five contacted Anatoly Linevich by phone. The President’s Aide noted this as an example of the positive work of local authorities in resolving the main issues raised by the population at the local level.

A resident of the village of Rudnaya was concerned about the incomplete harvesting of grain crops in the fields and the condition of the road passing through the settlement. The First Deputy Chairman of the District Executive Committee, Mikhail Milchanin, assured that the harvest would resume on the first favorable day with the efforts of local farmers: the work had to be paused due to rains. However, the Chashniki road workers are not responsible for the rural road, which is used by many trucks and cars passing through the village towards Minsk and Borisov, especially on weekends: it is under the jurisdiction of the regional road construction department. The asphalt pavement needs to be replaced here, and possibly, windbreak fences should be installed: cars driving at high speed raise dust in dry weather, and local residents cannot open their windows for ventilation. Anatoly Linevich took this issue under his personal control.

A resident of the village of Oktyabrsky is in conflict with a neighbor who rents a 7-are plot for gardening next to a residential apartment building. By law, he can only erect temporary structures here, such as sheds and storage for inventory. Previously, the gardener was issued a notice to demolish illegal structures, which he did. However, his neighbor believes that the plot is messy and littered. Specialists from the district executive committee visited the site and investigated the situation, confirming that the tenant complies with all regulations. Anatoly Linevich spoke with the applicant after a personal meeting. He assured that everything would be resolved strictly within the framework of the law and urged not to involve the district authorities in resolving interpersonal conflicts. It is necessary to sit down at the negotiating table and resolve the matter peacefully, to find a common solution that suits everyone.

A pensioner from the village of Varki is concerned that there is not a single shop in his hometown, while there used to be three when the consumer cooperative existed. There is a railway station nearby, and the settlement is not small, and its elderly residents find it difficult to go shopping for necessary purchases every day. Anatoly Linevich was informed that a mobile shop visits the village.

– You should always put yourself in the applicant's shoes, – emphasized the President's aide. – A mobile shop is good, but work with businesses, offer preferential lease terms, provide an opportunity to convert an old house into a retail outlet if there is no suitable building. A shop would be convenient for both residents and those who use railway transport.

Water supply issues are most acute in the summer. For example, in Latygolichi, the well is in a state of disrepair. The rural council disinfected it upon residents' signal. However, the cleaning service is now paid, and Anatoly Linevich mentioned this to those who called the "hotline." He also proposed a solution: if the quality of water from the villagers' well is unsatisfactory, they can collectively order the drilling of a borehole, if there is such a natural possibility, and the installation of a water pump. The applicant's request will be forwarded to the rural council leadership, and they will help find the necessary organization to carry out the work.

A similar problem exists in the village of Bolshiye Trukhanovichi, but here the issue concerns the operation of the pump in the existing well: water is supplied intermittently and is of poor quality. In addition to the villagers, the local farm also draws water for its livestock. Anatoly Linevich instructed to figure out the cause, and it may be necessary to clean the well, which is 100 m deep. It should also be considered to transfer the well to the housing and communal services, install meters, according to which the agricultural enterprise will pay on an equal footing with the villagers.

A resident of the district approached for a personal appointment, who this spring installed an electric boiler in her private house for water heating and home heating. She asked to clarify whether she would be among those entitled to reimbursement of part of the expenses: all work was completed in May, and some points of Presidential Decree No. 127 of April 14, 2020 "On reimbursement of expenses for electricity supply of the operated housing stock" came into force either after official publication or on July 15. Anatoly Linevich said that he would consult with the Ministry of Energy on this issue.
