Assistant to the President – Inspector for the Vitebsk Region Anatoly Linevich held a direct telephone line and a reception of citizens at the Tolochin District Executive Committee

The issues raised concerned housing improvement, privatization of a private house, disputes with a tenant, and landscaping.

For example, a resident of the village of Romashkovo, Tolochin district, reported that the house he currently lives in is on the balance sheet of UP "Tolochin Elevator-Agro". According to the man, the privatization documents once burned down during a fire in the farm's office.

– I made regular contributions for major repairs, and I tried to maintain the house myself, – the pensioner complained. – However, now I have neither the financial nor the physical capabilities to do so. And the window openings are falling apart before my eyes. I contacted the management of Tolochin Elevator-Agro. They replied: you must do it yourself. The man also raised the issue of the possibility of privatizing the dwelling at residual value. Anatoly Linevich said that first of all, it is necessary to restore the documentation – to conclude standard contracts. And then, in this specific case, to make a concrete decision with the enterprise management. The issue has been taken under his personal control.

The next issue, with which a young specialist from one of the district's agricultural enterprises approached the President's Aide – Inspector for the Vitebsk Region, can be classified as atypical. The girl complained about the head of the farm, saying that she was forced to work overtime and was deprived of additional payments. As it turned out during the investigation of this issue, according to the terms of the employment contract, the young agronomist has an irregular working day. And additional payments are provided for complexity and intensity. Which, according to the head of the agricultural enterprise, cannot be expected from this employee. To Anatoly Linevich's question "Did you come to the farm to work or to serve your term?", the girl, without hesitation, replied: "to serve my term." In this situation, as they say, no comments...

Here is another so-called complaint. With the words "to reach the right authorities" and accusations against the government, a resident of St. Petersburg, a native of the Tolochin district, called. The woman was last at her parents' home in 2011. And now, having arrived in her native land, she is outraged that no one looked after it, and it has fallen into disrepair. She also expressed indignation that a wooden fence was installed instead of a concrete one at the nearby village cemetery. The chairman of the relevant rural executive committee explained that the territory around the house had been repeatedly mowed by the rural council. It is also noteworthy that the complainant did not provide any documents confirming the registration of the house and land plot. As it turned out from the inquiry to the BTI (Bureau of Technical Inventory), there are none at all. In other words, the woman did not inherit the property. As the chairman of the rural executive committee explained, the house was included in the list of vacant properties, and a corresponding letter was sent to this resident of St. Petersburg. And now there is another conflict and accusations against the local authorities. Even, according to the head of the rural council, with threats.

– This is unacceptable, – noted Anatoly Linevich. – Such facts must be nipped in the bud, involving the employees of the Internal Affairs Directorate.

In a conversation with journalists, the Aide to the President – Inspector for the Vitebsk Region said that each case that people bring up in different regions is individual. The approach to solving the issue should be appropriate – thorough. To help a person understand the problem as much as possible.

– Mostly, the issues concern housing and communal services and roads, – stated Anatoly Linevich. – Undoubtedly, this is an important component of people's lives. The fact that they sometimes turn directly to higher-ranking officials is not due to distrust of local authorities. It's just that people often think that the higher the position of an official, the faster the issue will be resolved. In fact, all problems are still solved through joint efforts – explanations are given, instructions are followed, issues are kept under control. Some moments can be clarified immediately, while in some situations, on-site visits and thorough analysis are required. In any case, no appeal remains unanswered.

Anatoly Linevich also visited Elevator-Agro, Tolochin Leskhoz, and talked with the workforces of the enterprises.
