Assistant to the President - Inspector for the Vitebsk Region Anatoly Linevich: all appeals must be considered from the perspective of how to help the person
"There were various issues today. Many people applied regarding housing, and some came to explain their situation, to talk. All problems need to be solved and considered primarily from the perspective of how to help the person," Anatoly Linevich emphasized. He also stressed that each appeal requires thoughtful and comprehensive study.
Five applicants appealed to the President's Aide - Inspector for the Vitebsk Region today. According to a local resident, a monument was damaged during tree removal at a civil cemetery in Gorodok. The woman asked for help with repairs. An inspection by utility workers showed that the monument is crumbling from old age and could completely disintegrate if restoration attempts are made. "The situation is ambiguous. No one refuses to help, support is needed, but it must be done in your presence so that there are no claims later," Anatoly Linevich suggested. The compromise solution suited the woman.
Two female applicants came from Vitebsk regarding the capital repair of a four-apartment building without amenities located on Leningradskaya Street. The former departmental housing is now privately owned. Anatoly Linevich instructed to sort out the issue of servicing the applicants' house, as contributions for its maintenance are collected by the housing and utility enterprise.
A resident of the village of Yezershchye approached with two issues at once. The first was related to a six-month salary arrears from her employer, the private cleaning company "Gelenor," which services the railway depot. The second concerned the repair of a commercial-use dwelling received by her daughter, who is raising two children, in 2015. The apartment has been in a substandard condition since that very moment. Because of this, the tenant does not live there but with her mother. The option proposed by the applicant is as follows: to return the dwelling and register her daughter with her granddaughters at her place. However, there are difficulties here too, as there is not enough space to carry out such a procedure without hindrance. Local authorities will investigate each appeal.
A local individual entrepreneur approached the reception. The management of the consumer union offered her, without a valid reason, to change the location of her trading spot at the city market in a short period. The offer did not suit the applicant, as the alternative location does not meet sanitary and hygienic requirements. Anatoly Linevich emphasized that there were no violations on the part of the entrepreneur. "The issue is simple, but the approach to its solution is unprofessional," he stated.
The reception of citizens was combined with a direct telephone line. Several calls were received from local residents on personal matters. "The effectiveness of holding such receptions is high: people have the opportunity to apply in the most convenient way for them, and we have an increasing number of applicants, which means more issues will be resolved. This is only beneficial for people," concluded Anatoly Linevich.
In total, from January to September, the Horadok District Executive Committee received 228 appeals, including 133 written ones, which is 73 less compared to the same period last year. Most of them concerned transport, housing and communal services, trade, environmental protection, and other issues.
