Increased coefficients to the tariff rate of state employees are established from the II quarter

Повышающие коэффициенты к тарифной ставке бюджетников устанавливаются со II квартала

In Belarus, increasing coefficients to the tariff rate for state-funded employees have been established since the second quarter of 2015. This decision is contained in the Resolution of the Council of Ministers of April 24, 2015, No. 331 "On measures to improve the remuneration of employees of state-funded organizations and other organizations receiving subsidies, whose employees are equated in remuneration to employees of state-funded organizations, in 2015," which was published today on the National Legal Internet Portal, reports a BELTA correspondent.

In accordance with Resolution No. 331, increasing coefficients to the tariff rate (salary) for calculating the wages of employees of state-funded organizations and other organizations receiving subsidies, whose employees are equated in remuneration to employees of state-funded organizations, are established from the second quarter, from the first day of the month following the reporting quarter. The source of funding for these purposes are funds from the republican and local budgets released as a result of measures to optimize the structure and number of employees of state-funded organizations and other organizations, as well as savings of budget funds allocated for the functioning of state-funded organizations, within the limits of funds for estimated expenses, excluding expenses for utility services (for payment of gas, thermal and electrical energy consumption) and capital expenditures.

The increasing coefficient is applied to the tariff rate (salary) of an employee calculated in the established manner to determine the amount of additional increase in his wages. At the same time, the amount of the additional increase, calculated using the increasing coefficient, does not participate in the formation of the tariff rate (salary), does not form an increase that forms the employee's rate (salary), and is not taken into account when calculating allowances, additional payments, and bonuses.

The Resolution also establishes that the savings of budget appropriations are determined cumulatively for the first quarter and the first half of the year as the difference between the budget appropriations provided for the corresponding period as of April 1 and July 1, excluding expenses for utility services and capital expenditures, and the actual expenses for the corresponding elapsed period. Savings of budget appropriations for nine months and the fourth quarter of the current year are determined as the difference between the annual budget appropriations as of October 1, excluding expenses for utility services and capital expenditures, and the expected expenses for 2015. At the same time, the expected expenses for 2015 are calculated as the sum of actual expenses for nine months and expected expenses for the fourth quarter. When determining the amount of savings of budget appropriations for the first quarter and the first half of the year, an assessment of the annual expected execution of expenses within the funds provided for 2015 according to the expense estimate is carried out.

The procedure for determining savings of budget appropriations for budgetary organizations and other organizations funded from the republican budget is established by republican government bodies and other government organizations subordinate to the government, other government bodies and the National Academy of Sciences of Belarus in agreement with the Ministry of Finance; for budgetary organizations and other organizations funded from local budgets, by the Minsk City and regional executive committees, as well as district, city (cities of regional subordination) executive committees.

As for the specific amounts of increasing coefficients, they are set for employees by the heads of budgetary and other organizations.

The Resolution enters into force after its official publication.
