I sincerely congratulate you on the upcoming New Year!
The outgoing year 2012 was filled with bright and important events that left a significant mark on the history of the country and the Dvina region – the celebration of the 1150th anniversary of ancient Polotsk, the cradle of Belarusian statehood, the Day of Belarusian Written Language in the town of Glubokoye, the elections of deputies to the House of Representatives and members of the Council of the Republic of the National Assembly of the Republic of Belarus.

We have reason to thank 2012. The accurate selection of priorities and creative work allowed us to ensure growth in the main indicators of socio-economic development of the Vitebsk region. The Dvina region holds leading positions among the regions of the republic in terms of gross regional product growth rates, industrial production, the share of shipped innovative products, the share of costs for the acquisition of machinery, equipment, and vehicles in the total volume of investments in fixed assets, and exports of goods and services.

A great deal of work has been done on the construction and reconstruction of production facilities, social sphere facilities, and the improvement of regional and district centers. The birth rate is growing, and the mortality rate is decreasing. The cities of Vitebsk and Novopolotsk, for the first time in the last 20 years, have achieved positive demographic dynamics.

I express my sincere gratitude to everyone who has strengthened the prestige of goods with the Vitebsk brand in the country and in the world, achieved high labor results, ensured the implementation of social programs, and multiplied our intellectual and spiritual potential.

Thank you for the rich harvest, the erected housing and high-quality industrial products, unique surgical operations and saved lives of patients, heartfelt care for our children in kindergartens and schools, new cultural and sports achievements, faithful and courageous service.

In the new year 2013, we need to solve large-scale tasks for the modernization of existing production facilities and the increase in the output of innovative products, economy and thrift, the development of the social sphere, and the improvement of the quality of life of the population. The implementation of bold ideas and innovative approaches is within our power.
