This point of view was expressed to a BELTA correspondent by the Chairperson of the Novopolotsk City Executive Committee, Natalya Kochanova, commenting on the annual Address of the President of Belarus Alexander Lukashenko to the Belarusian people and the National Assembly. The head of state's demand for officials to work proactively and entrepreneurially is dictated by life itself, she believes. "New approaches are now needed in the economy, in the implementation of youth policy, in healthcare," the Chairperson of the Novopolotsk City Executive Committee is sure. However, in order to successfully implement social projects, it is necessary to work on one's own budget. "We need to learn to earn ourselves, without relying on subsidies from the regional or republican budgets," Natalya Kochanova emphasized. In her opinion, in his Address, the head of state spoke on all issues that concern the common person and defined the most important directions in the development of the state. Novopolotsk is one of the most dynamically developing cities in the Vitebsk region. According to the results of the first quarter, the growth rate of industrial production volumes compared to the same period last year was 155%, and labor productivity was 153%. Exports of goods in the first quarter increased by 53% compared to the first quarter of 2010. Novopolotsk authorities actively cooperate with partner cities. For example, under an agreement with the authorities of Skadovsk (Ukraine), 250 young Novopolotsk residents will improve their health in camps on the Black Sea coast in the summer. The city is implementing quite a few social projects. Here, they were the first in the region to start paying monetary incentives to young families for the birth of a child from the local budget. 2011 has been declared the Year of Youth in Novopolotsk. -0-
