According to the regional prosecutor's office, as of early August, 192 organizations in the Vitebsk region had wage arrears totaling over 126 billion rubles.

At the same time, there has been a decrease in the number of debtor enterprises compared to last month, when 219 organizations had arrears. The most significant problems with timely wage payments are observed in Dubrovensky, Gluboksky, Miorsky, Tolochinsky, Polotsky, and Braslavsky districts.

Marina Ryzhova, prosecutor of the regional prosecutor's office, reported that the situation with salary payments is under constant control of the prosecutor's authorities. According to monitoring, the most frequent reasons for salary delays are the difficult financial situation of enterprises, difficulties in selling finished goods, significant accounts receivable, improper management of property, wastefulness, and mismanagement.

For example, the prosecutor of Sharkovshchyna district analyzed the implementation of labor legislation in agricultural enterprises. It was found that in most of them, salary payment deadlines are systematically violated, and proper measures to reduce overdue accounts receivable are not taken. The prosecutor submitted a representation to the chairman of the district executive committee, which was considered at a production meeting with the participation of responsible persons. As a result, part of the salary arrears was paid off, 8 officials were brought to disciplinary responsibility for the violations, including employees of the district executive committee who failed to ensure proper control over the work in this area. Also, the heads of debtor enterprises were brought to administrative responsibility.

In general, practice shows that the intervention of prosecutors often leads to the prompt resolution of this issue. For example, following the prosecutor of Gorodok district's order to eliminate labor law violations, submitted to the director of DKUSP "Gorodokskaya PMK-51", the enterprise paid off salary arrears totaling over 600 million rubles. The prosecutor of Chashniki district filed a number of applications for the initiation of summary proceedings with the economic court of the region in the interests of OAO "Prozemle-Agro", KUP "Chashniki PMS" and other organizations that have salary arrears. All this has helped to reduce debts to employees. Similar practices are common in Glubokskoye, Gorodokskoye, Dubrovenskoye, Lepelskoye, Ushachskoye, and Shumilinskoye districts.

In general, since the beginning of the year, for violations related to wage delays, the region's prosecutor's offices have issued 56 submissions, 145 orders, 15 protests, and 24 official warnings have been issued. As a result of the review of prosecutorial supervision acts, 106 people were brought to disciplinary liability, and 178 to administrative liability.
