Chairman of the regional executive committee Nikolai Sherstnev answered citizens' questions during a personal reception held at JSC "Moloko"
Direct communication with the head of the region gives the residents of the Vitebsk region an opportunity to raise pressing issues, talk about their problems and, which is especially valuable, get concrete answers. There can simply be no "inconvenient" questions that are not subject to discussion. Thus, answering the question of Valentin Gaponenko, Nikolai Sherstnev spoke about the prospects of one of the main medical long-term construction projects in the regional center – the polyclinic in the Yug-7 microdistrict. Work on this facility began in 2012, but eventually stopped.
– The polyclinic is necessary for the city, this is indisputable. We have included its construction in the investment program. We agreed that in 2017, 20 billion non-denominated rubles will be reserved from the regional budget for these purposes, and the city will finance another 20 billion. For these funds, the building will be erected up to the roof. But to fully implement the project, about 200 billion rubles are needed for interior finishing and equipment. Now we are working on attracting Chinese investment for this amount. A principled agreement has already been reached, the possibility of financing has been officially confirmed, and now we are establishing mechanisms for implementing the plan. In 2017, we need to prepare the relevant package of documents, go through approval at the republican level and get the approval of the head of state. If everything goes well, then in 2018 we will commission the polyclinic, – emphasized the chairman of the regional executive committee, and also added that a decision has been made to complete the construction of the oncology dispensary building next year, work on which began in 2008. Funding sources have already been identified to date.

Николай Николаевич рассказал, что благодаря сложившимся партнерским отношениям с КНР могут быть решены и другие вопросы. В частности с привлечением китайских инвестиций планируется реализовать дорогостоящий проект по строительству Полоцкого путепровода. На данный объект необходимо более 1 трлн рублей (до деноминации), согласие по этому вопросу достигнуто. Также Николай Шерстнёв отметил, что за счет китайского капитала в области намечено завершить возведение порядка 10 начатых объектов здравоохранения в регионе, не исключено, что в этот перечень попадет и больница в Орше.– Таким образом мы хотим закрыть все накопившиеся за последние годы проблемы. Если это получится, войдем в нормальное русло и будем планировать и последовательно начинать дальнейшее строительство, – подвел итог руководитель области.
Еще одна озвученная на встрече с председателем облисполкома тема – качество дорог. В частности, Александр Лопатин посетовал на их состояние в Витебском районе. Несмотря на то, что в данном направлении многое делается и Николай Шерстнёв отметил положительную динамику в наведении порядка в этом регионе, злободневность вопроса подтверждают и обращения граждан, и звонки на «прямые линии». Остро стоит проблема плохих дорог как для дачников, вынужденных добираться до своих участков по выбоинам, так и для предприятий, доставляющих своих работников в пригородные филиалы и подразделения.
– В первую очередь возьмите на контроль все автобусные маршруты. Начните с них и отрабатывайте дальше, исходя из нагрузки. Вопрос сформировался давно, и его одним махом не решить, поэтому никаких конкретных поручений сегодня не будет. Посмотрите, просчитайте, что реально можно сделать, определитесь с километражом дорог, необходимыми типами покрытий, а потом с конкретными предложениями приходите на разговор, – обратился Николай Шерстнёв к генеральному директору «Витебскоблдорстроя» Владимиру Матвееву и специалистам соответствующих ведомств.

Nikolai Nikolaevich said that thanks to the established partnership with the PRC, other issues can also be resolved. In particular, with the involvement of Chinese investments, it is planned to implement an expensive project for the construction of the Polotsk overpass. This facility requires more than 1 trillion rubles (before denomination), and an agreement has been reached on this issue. Nikolai Sherstnev also noted that with Chinese capital, it is planned to complete the construction of about 10 initiated healthcare facilities in the region, and it is possible that the hospital in Orsha will be included in this list.
– In this way, we want to close all the problems that have accumulated in recent years. If this happens, we will get back on track and will plan and consistently start further construction, – the head of the region summed up.
Another topic discussed at the meeting with the chairman of the regional executive committee is the quality of roads. In particular, Alexander Lopatin complained about their condition in the Vitebsk region. Despite the fact that much is being done in this direction and Nikolai Sherstnev noted a positive trend in restoring order in this region, the urgency of the issue is confirmed by citizens' appeals and calls to "hotlines". The problem of bad roads is acute both for summer residents who are forced to get to their plots through potholes, and for enterprises that deliver their employees to suburban branches and divisions.
– First of all, take control of all bus routes. Start with them and work further, based on the load. The issue has been forming for a long time, and it cannot be solved at once, so there will be no specific instructions today. Look, calculate what can realistically be done, determine the mileage of roads, the necessary types of coatings, and then come with specific proposals for a discussion, – Nikolai Sherstnev addressed the General Director of Vitebskoblodorstroy Vladimir Matveev and specialists of the relevant departments.
