Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets demanded to eliminate the blatant facts of mismanagement revealed during prosecutorial inspections.
The implementation of the requirements of Directive of the President of the Republic of Belarus of June 14, 2007 No. 3 "Economy and Thrift are the Main Factors of State Economic Security" and the Decree of the Head of State of November 29, 2012 No. 537 "On Declaring 2013 the Year of Thrift" was discussed last Tuesday during a coordination meeting on combating crime and corruption in the Vitebsk region.
The prosecutor of the Vitebsk region, Gennady Dysko, dwelled in maximum detail on the problems and shortcomings identified during the monitoring. According to him, the proper enforcement of property protection legislation is far from being ensured everywhere, facts of mismanagement and embezzlement, and inefficient use of material and financial resources are allowed. The majority of violations were identified in agricultural enterprises, construction sites, public utilities organizations, and in the trade sector. As examples, Gennady Iosifovich cited cases of improper storage of agricultural machinery, potash and mineral fertilizers, and the poor condition of workshops. He also spoke about recorded cases of guards' drunkenness, leaving construction equipment unattended, unwillingness to equip consumer cooperative stores with security alarms, and others. Moreover, such "sore spots" are scattered throughout the region: Dubrovensky, Rossony, Liozno, Lepel, and other districts.
— Directive No. 3 includes ensuring the state's energy security and a thrifty attitude towards all material resources by both enterprises and organizations, as well as citizens, as fundamental elements, — the governor stated.
Alexander Kosinets demanded that within 48 hours all the egregious facts of mismanagement presented by the regional prosecutor be investigated and that all objects of the agro-industrial complex, housing and communal services, construction, and trade, which were discussed at the coordination meeting, be brought into proper condition. Otherwise, strict measures will be taken against the managers.
