Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev: “Advanced technologies and approaches must be elevated to a cult”

Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev answered questions from the editor-in-chief of "Sel'skaya Gazeta".

— Dear Nikolai Nikolaevich, Vitebsk region will celebrate "Dazhynki" this Saturday. You, like all regions, do this annually, but the preliminary results of this year's harvest, the harvest itself, and the preparation for it differ significantly, perhaps, from all previous ones. How and why?

— People who work the land know well that there is no easy bread. Specific climatic conditions limit the capabilities and potential of the Vitebsk region's agrarians. There were also peculiarities this year. The weather conditions during the growing season led to the fact that the ripening of grain was delayed compared to previous years. As a result, the region's farms began the mass harvesting only by August 1, while last year it was July 22. A decent harvest was formed in the fields. The crops were pleasing with their well-kept appearance and cleanliness, with ripe and full ears of grain. The agrarians of Vitebsk region did everything to harvest the grown crop.

— Among other things, the harvest and the entire agricultural cycle are taking place under conditions when the reform of the agro-industrial complex in the region is practically completed: in total, there are 7 agro-industrial associations operating in the Vitebsk region, created by Decree of the President of the Republic of Belarus No. 70 of February 25, 2020 "On the Development of the Agro-Industrial Complex of the Vitebsk Region" on the basis of OJSC "Verkhnedzvinsk Dairy Plant", "Vitebsk Meat Packing Plant", "Moloko" of Vitebsk, "Postavy Dairy Plant", "Glubokoye Condensed Milk Plant", "Orsha Meat Packing Plant", "Polotsk Dairy Plant". They include 142 organizations. And although the year is not over yet, what can already be said about the effectiveness of their work, what assessment can be given?

— The creation of agro-industrial associations is a kind of reboot for the agricultural sector of our region. Yes, seven flagships are at the head of such formations. These are combines and plants with the highest concentration of revenue and a complete production cycle: from field to counter. Each of them is aimed at full utilization of the production capacities of processing enterprises, and for this, it is necessary to constantly increase the volumes of agricultural products.and so on. Such large associations represent both the present and the future, they are a guarantee of our food security.

Thanks to the Presidential Decree, agricultural enterprises, which previously had a number of long-standing financial problems, which, incidentally, was a restraining factor for successful development, have gained the opportunity to achieve the planned production targets. In particular, debt obligations have been restructured. In addition, the Program for the Development of the Vitebsk Region's Agro-Industrial Complex for 2020-2035 has been developed and approved.

The positive trend is already evident. Over the past eight months of this year, the agricultural land area of agro-industrial associations amounted to 769 thousand hectares, or 62 percent of the regional total, including 494 thousand hectares of arable land. 59 percent of milk, 29 percent of livestock and poultry production, 83 percent of eggs, and 57 percent of grain were produced relative to the regional output. Including the cost of supplied raw materials, industrial products (works, services) worth 836.9 million rubles were produced, which is 110 percent compared to the corresponding period last year. Gross agricultural output amounted to 655 million rubles, with a growth rate of 103 percent.

— The new agro-industrial associations are designed to bring about, one might say, a revolution in the region's agrarian economy, which is very gratifying. In my opinion, they have an even more important task: they are created not for the sake of people, but for them, and should directly benefit rural residents, the true masters of the land. That is, salaries and other social benefits and bonuses will increase, and perhaps significantly. Is this already happening, or does it require a longer period of time?

— Yes, the positive transformations planned in the agrarian sector of the Vitebsk region are already visible. The reform of the agro-industrial complex, which we have pursued systematically and in stages, is aimed at increasing the level of agricultural production. This is directly linked to wage growth for rural residents, and therefore to an increase in their professional level and retention of personnel in rural areas.

The attractive system of financial incentives in our region undoubtedly contributes to positive motivation for the profession. Two years ago, the salaries of machine operators and specialists in the livestock industry were increased. Professionals in their field, if interested in the final result and improving performance, can earn from 2,000 Belarusian rubles and more, considering all bonuses. Where there is a decent salary, I believe, there are no staffing difficulties. By the way, the gap in average monthly wages in rural areas compared to industry has decreased by almost 5 percent.

Another serious factor influencing the image of the industry is personnel training. We focus on nurturing production workers who should come to their workplace as prepared and motivated specialists. The formation of an understanding of rural life and production begins from school age, which is the goal of the agro-classes created in the region. Specialized secondary and higher education institutions are designed to strengthen these positions, having doubled the duration of industrial practice. The basis for this practice includes only advanced farms equipped with modern machinery. Among the bonuses provided to graduates are deferment from military conscription, substitution of active military service with reserve service, financial assistance for establishing a household, incentive bonuses to salary, provision of well-equipped housing, or compensation for rental costs. Vitebsk region strives to create the most attractive conditions for young specialists. In this regard, the percentage of their arrival and retention in the region increases annually.

— We will return to the best examples and records of the 2020 harvest a little later, but for now, how do you comment on the fact that, for example, as of September 14, some districts were significantly lagging in harvested areas, and in Ushachi district, about 18 percent of the grain had not yet been harvested? Isn't the gap between regions in general and individual districts of Vitebsk region in particular too large?

— There are no identical districts and farms, either in terms of material and technical resources, or even staffing, or in terms of natural and climaticatic conditions. This is how it happened: if our region, as the northernmost in the republic, is just starting the harvest, then the southern regions are completing it at the same time.

The harvesting season began promisingly. The weather allowed to maintain its high pace. However, almost daily rains in the third decade of August actually stopped work in the fields. During this period, precipitation in the region as a whole was twice the norm (57 millimeters versus a norm of 24), and in the Orsha district – 361 percent of the ten-day norm. If by August 20, an average of 13.7 thousand hectares were harvested per day, and by this time 274 thousand hectares had already been harvested (which is 74 percent of the area), then afterwards the pace decreased fivefold: an average of 2.4 thousand hectares per day.

Due to the fact that the sown areas for grain and leguminous crops have been expanded to 400 thousand hectares, the calculated load per unit of equipment has increased. In the region as a whole, it amounted to about 500 hectares of grain, leguminous, cruciferous crops, perennial grass seeds, and corn for grain.

Today, it is important to focus on increasing labor productivity in crop production through the use of high-performance agricultural machinery. Gradually, the region's farms are acquiring energy-intensive tractors, grain and forage harvesters, however, due to a deficit of financial resources, the pace of updating the material and technical base is unfortunately slow. Vitebsk region still has the highest level of wear and tear of the machine and tractor fleet in the republic. In addition, the overall result is affected by the shortage of machine operator personnel (and annually 600-700 people are additionally involved in sowing and harvesting), and the agro-technical deadlines for sowing, harvesting, and other field work are shorter compared to other regions of the country. Therefore, annually, during the sowing, fodder harvesting, and harvesting campaigns, inter-farm mechanized detachments are created, personnel are attracted from industrial enterprises of cities, and equipment is transferred to lagging farms. In order to carry out the entire range of agricultural work twice as fast and better, and ultimately to get rid of the layering of work, which is characteristic only of Vitebsk regione, we need to ensure a serious technical re-equipment of the industry in our region, both in terms of reliability and functionality.

— The year, as you, Nikolay Nikolayevich, said, is significant and successful for the region in crop production: high yields, good gross grain harvest of cereal crops. In my opinion, everyone — from the regional executive committee employee to the combine operator — achieved this despite the indicated weather peculiarities and subjective difficulties. What was the main reason for this?

— The achieved results are explained by the terms "intensification" and "adherence to technology." This year, agricultural organizations of the region threshed 1 million 76 thousand tons of grain with an average yield of 31.2 centners per hectare. The best indicator in the last five years! At the same time, I note that the villagers were set to take a higher bar, but, as I already said, unfavorable weather conditions interfered. A quarter of the region's harvest was formed by two districts, each of which exceeded a hundred thousand tons of grain. In detail, it looks like this: Orsha threshed 125 thousand tons of grain, and Vitebsk — 117 thousand tons. This is an absolute record: before that, the historical maximum of 104.6 thousand tons was reached only in 2014. I would like to highlight OAO "Khotily-Agro" of Postavy district, SPK "Larinovka" of Orsha district, "MazolovoGaz" of Vitebsk district, the branch "Goryany-Agro" of OAO "Polotsk KHP" and a number of other farms. I would like to specifically mention OAO "Vitebskaya Broiler Poultry Farm," which ensured the collection of more than 52 thousand tons of grain, surpassing 14 (!) districts of the region in this indicator. From each hectare, 48.3 centners were harvested here.

In the current year, the gross harvest of oilseed rape exceeded 116 thousand tons, which is 12 percent higher than last year's level. Of these, 17.8 thousand tons were harvested in Vitebsk district, and half of this harvest was formed by OAO "Vitebskaya Broiler Poultry Farm." RUP "Tolochinsky Canning Plant" also achieved the best threshing volumes (6.1 thousand tons).

Vitebsk region was the first among the regions of the republic to fully fulfill the state order for 109.4 thousand tons of food grain.

— If we continue this logical chain, solid reserves of harvested feed grain (not counting corn grain yet) will allow us to work successfully in animal husbandry (provided that at least a one-year supply of forage is created), in the production and processing of products, including those with high added value. And to supply them to domestic and foreign markets. Consequently, indicators here will also improve, and all this, again, will have a proper effect on the well-being of the workers involved in these processes – rank-and-file employees and agro-managers. Could you comment on this direction in more detail?

— Undoubtedly, the well-being of the agricultural sector and, as a consequence, rural workers depends on the production and sale of livestock products. It is no secret that with a proper feed base, the effect will be noticeable in the dairy sector as well. For these purposes, an optimal structure of sown areas has been formed in the region. The emphasis is on the economic efficiency of farming: to extract maximum profit from a unit of area. We are focusing on high-protein crops. This will allow us to increase land productivity, procure the necessary feed supply, along with the technological maintenance of dairy livestock, increase its productivity, and ultimately not only increase production volumes but also utilize the capacities of our processing enterprises. It is also important to correctly distribute flows and increase presence in domestic and foreign markets and, of course, constantly maintain consumer interest. Then success is natural. And it is expressed primarily in revenue, working capital, as well as wage growth linked to labor productivity.

— It's time to talk about the harvest records of 2020. They are not only in the threshed grain, although they are the apogee of the harvest. In this regard, other records are also interesting: for example, purely economic ones – efficient use of equipment, technologically verified and justifiedand other non-standard approaches that have led (or will lead) to high results.

— I believe that today the main thing for any agrarian organization is to work in the rhythm of the real economy, to be able to manage technologically, to learn to earn money. It seems that for this, some agromanagers need to psychologically reorient themselves, think in a modern way, and more boldly embrace the new. After all, all the trump cards necessary for the successful implementation of production goals are given, which must be translated into the plane of real actions. The best result is achieved by those who widely use the achievements of agricultural science, use high-yielding crop varieties, and work with modern equipment. Leading farms (which I mentioned above) have made such approaches a cult.

This year, regional competitions were held for achieving the best results in the harvest. This means mobilizing agricultural workers to increase productivity, carry out all agricultural work with high quality, and effectively use material and labor resources.

A bright page in the agrarian chronicle of the region was written by the family crew of Alexander and Andrey Komarov from the "Zadneprovsky" branch of OJSC "Orshansky KHP": having harvested over 5 thousand tons of grain and rapeseed. The five-thousand-ton mark was also surpassed by Leonid Alekseenko and Sergey Kolbasov from the "Zaozerie" branch of OJSC "Vitebsky Meat Packing Plant", and this is the best result in the republic among youth crews.

In the rapeseed harvest, Oleg Sushkevich and Vitaly Sumanov from OJSC "Orshansky KHP", as well as Andrey Belyaev from OJSC "Vitebsky Meat Packing Plant", surpassed the thousand-ton mark.

About 800 drivers were involved in transporting the harvest from the combines. Among those who transported over 4.5 thousand tons are Alexander Aksyuto (ZAO "ASB Agro-Novator" Beshenkovichi district), Alexander Batyan (OJSC "Yakubovo-Agro" Dubrovno district), Vladimir Poboykin (OJSC "Pravda-S" Dubrovno district).

— They say about the Polesie people: they are hard workers, the same Belarusians, only with a quality mark. About the Grodno peasants – they are strong managers, this is historically predetermined… But what is the phenomenon of the Vitebsk ruralchan, agro-managers, where are their strengths? Perhaps you will talk about this to their best representatives from the main stage of "Dazhynki", which is being held in the regional center this year...

— I would call the main phenomenon of Vitebsk villagers patience and endurance. This is primarily due to the fact that the results of their labor are influenced by natural factors. Vitebsk region is in a zone of risky farming and is most susceptible to it. Surely no one else can work as productively in such conditions as Vitebsk agrarians do. And they truly know the real value of the labor invested in the land, the ear filled with life.

Many thanks to all the rural workers for their difficult work, for their loyalty to the peasant duty, professionalism, dedication, and inexhaustible love for their land. I wish everyone good health, happiness, prosperity, and well-being! And, of course, what is important and necessary in the work of every farmer: reliable equipment, favorable weather, and high yields!

— Thank you very much, Nikolay Nikolayevich, for the interview!
