New Chairman of the Vitebsk District Executive Committee Introduced
At the regular session of the Vitebsk District Council of Deputies, Gennady Sabinich was unanimously approved as the new Chairman of the Vitebsk District Executive Committee. He replaced Ruslan Furashov, who resigned at his own request.
Gennady Sabinich was born in 1973 in the village of Shunevtsy, Gluboksky district. After graduating from the Belarusian Agricultural Academy, he began his career as an engineer for equipping the collective farm "Paris Commune" in Gluboksky district. He worked as the director of KUSHP "Lukoml" in Chashniksky district and was the first deputy chairman of the Sennensky District Executive Committee. Since 2012, he has served as deputy chairman of the Committee for Agriculture and Food of the Regional Executive Committee.
Speaking to the deputies and the active members, Gennady Sabinich noted that much has been done in the Vitebsk region in terms of socio-economic development over the past five years. It is necessary to multiply all positive achievements, analyze the reasons for shortcomings, and determine ways to reach the planned indicators.
Gennady Sabinich emphasized that the head of state and the regional leadership have set a task to maintain the population's welfare level in these challenging times. Therefore, it is crucial to increase the efficiency of enterprises by boosting labor productivity and reducing production costs. Only in this way can a decent salary be achieved. Gennady Sabinich also considers it necessary to more actively develop tourism, leveraging the district's geographical location and historical and cultural heritage.
In his speech, Ruslan Furashov thanked everyone for their joint work. He reported that over the past five years, the Vitebsk region has been recognized as the winner of the republican "Dazhynki" festival three times. The region consistently threshes about 100 thousand tons of grain, and in 2015, the average milk yield per cow was 4995 kg. 2.5 thousand new jobs have been created.
The district budget's deficit has been reduced from 17% in 2010 to 2% in 2015. This was made possible by previous and current generations of leaders and employees. Ruslan Furashov wished his successor success in solving new challenges.
First Deputy Chairman of the Regional Executive Committee Gennady Grebnev expressed his gratitude to Ruslan Furashov for his conscientious work and presented him with an Honorary Certificate of the Regional Executive Committee.
Gennady Grebnev emphasized that the results of the Vitebsk district's activities have a significant impact on the region's overall performance. Many small and medium-sized businesses have been established here, which affects the filling of the district budget. At the same time, the development of this sector is a reserve for economic growth. The controlling bodies are concerned about the large number of unused industrial and social facilities that have lost their intended purpose.
The state of the housing and communal services, the improvement and maintenance of settlements, and trade remain problematic. Gennady Grebnev recommended that the new head of the district not make hasty personnel decisions, study the potential of the region's assets, and use them effectively.
