The President of Belarus has approved the appointment of the First Deputy Chairman of the Vitebsk Regional Executive Committee, and the Chairmen of the Orsha and Beshenkovichi District Executive Committees
The Head of State gave his consent to the appointment of:
Oleg Matskevich - First Deputy Chairman of the Vitebsk Regional Executive Committee;
Alexander Poznyak - Chairman of the Orsha District Executive Committee;
Andrei Bulavkin - Chairman of the Beshenkovichi District Executive Committee.
Alexander Lukashenko intends to visit problematic farms in various regions of Belarus. He announced this on August 7, while approving the appointments of heads of local executive and administrative bodies.
"During my trips (I want to reveal this secret now) to Brest, then to Mogilev region, then to Vitebsk region, the first question in the district will be 'what are the problematic farms?'. We will go and look at these problematic farms," said Alexander Lukashenko.
The President emphasized that heads of local authorities should pay special attention to lagging enterprises. "Do not forget that there is no need to just mindlessly travel around the district, rushing to all farms. You have three or four, maybe five problematic farms. Deal with them, this is your face. I will always remember this and demand it. Naturally, all my subordinates will proceed from this," stated the Head of State.
Alexander Lukashenko also expressed the opinion that local authorities should exercise their powers in full.
"You are coming to lead the primary link of the management vertical at a difficult time. I earnestly ask you to exercise your powers in full, so that I do not have to remind you again that you are chairmen of district executive committees and you are responsible for the functioning of these territories," said Alexander Lukashenko.
"Figure out who you will work with. If people have become completely ossified, they need to be gotten rid of. If you want to give someone a chance, it will be very good," the President noted. "I am in favor of not cutting too deeply: there can be different reasons, different leadership styles before you. Therefore, give people a chance. But this chance cannot be stretched for years or long
months is literally a month or two. If a person is ready to work, let them work."The Head of State paid special attention to the formation of management structures in the regions, urging to carefully build interaction with the employees of district executive committees. "Today, the salary is more or less normal, and you can demand results from people. If you want to optimize something somewhere, reduce the management apparatus while keeping the money for yourselves (you are probably aware of this: this is exactly what we proceeded from when making the decision on optimization), then please, it's all in your hands," he added.
Work with the population is no less important, so it is necessary to meet with them regularly, emphasized Alexander Lukashenko. "They are ready to listen to any lecturers, any preachers, but people want to see a leader who is vested with authority and can solve their problems today," the Head of State noted. "I'm not saying you need to go door-to-door from morning till night like a foreman in a village used to. No. You decide how you will personally work with people, you don't have that many enterprises."
The President also reminded that the new academic year will begin soon and schools must be fully ready for it. "Carry out this work at a solid level so that the children can go and study accordingly," he set the task.
"You are my representatives on the ground. I earnestly ask you to exercise power as it should be, so that people understand and feel that this power exists," Alexander Lukashenko concluded.
