The President instructed to make the Orsha Pulp and Paper Mill one of the best enterprises in the industry by November 2020

President of Belarus Alexander Lukashenko sharply criticized the quality of work of local authorities and the management of the industrial sector in the development of the Orsha Tool Plant. The Head of State made the relevant statement on August 13, during a visit to this enterprise.

The President saw that the set tasks were not being fulfilled properly even before arriving at the plant. He noted that even attempts to tidy up the territory had not yielded the desired results. Everything was done hastily and poorly. "You don't love people, you don't love the plant. If you're putting on a show here, at least make a curb, but why lay asphalt in the grass? Is that culture? This is why people sometimes hate officials – for your sloppiness and messiness," said the Head of State.

The conversation continued in the same vein after the visit to the enterprise. The President was extremely dissatisfied with what he saw. "Most likely, we will send the minister (Minister of Industry Vitaly Vovk) to work here with you. He has only one choice: either prison or here – I am saying this publicly. For now, it's a D-minus, and there are a lot of claims against you. Never engage in eyewash. You are a young leader. You are in charge here. God forbid, if I come before the New Year and my eye catches something somewhere. You know what will happen," the President warned, addressing the plant director Vladislav Bardyukov.

The Head of State explained why it is so important to restore the effective operation of the enterprise. This is due to the fact that there are many manufacturing and processing enterprises in the country's economy, and each of them requires certain tools, from large-scale production facilities like "Gomselmash" to small agricultural enterprises. "I wouldn't cling to it if we didn't need this product," emphasized the Belarusian leader. "Therefore, the tool plant must be restored at the highest level so that "Gomselmash", MTZ, MAZ, and all other enterprises, including processing and agricultural ones, receive good tools. That's why I'm clinging to this plant."

"So far, this idiotic attitude to

my instructions. But I know what to do. I have enough authority. And the Minister of Industry should be here from tomorrow, and let him start working. In what position - decide," the President stated.

During his visit to the enterprise, Alexander Lukashenko was informed about the financial and economic state of the plant, development prospects, and measures taken to achieve stable operation. Certain efforts have been made in this direction, and there are positive shifts; however, Alexander Lukashenko expressed sharp criticism regarding the slow pace of work, violations of deadlines, and the lack of a хозяйственный (economic/managerial) approach in the use of the enterprise's property and production facilities. A large part of them are kept in a completely unseemly state, with the roof leaking in places. "Are these workplaces?! It's some kind of dungeon! Convicts are working for $200 a month!" - the Head of State exclaimed indignantly about the working conditions of the employees.

The President is also dissatisfied with the speed of resolving issues related to the procurement of new equipment. It is critically needed for the enterprise to fulfill more complex, and therefore more profitable, orders, while currently, they have to work on machines that are several decades old. The enterprise's management has carried out a series of procedures to organize the procurement, but there are no practical results yet. At the same time, Alexander Lukashenko noted that there is a machine-tool plant "Krasny Borets" in the Orsha district, whose head, Alexander Shulgin, was also present at the event. He confirmed his enterprise's ability to promptly supply most of the necessary equipment. "You knew the President's strict requirement. Why didn't you say that no imports, no tenders are needed, we have 'Krasny Borets' here that makes it," Alexander Lukashenko addressed the responsible officials.

He instructed to organize the direct procurement of necessary equipment both from the mentioned enterprise and other domestic manufacturers, and to import only what they cannot supply. "Starting from today, begin supplying machine tools here. Based on the profitability,

which you have. Take these lots and orders and start supplying the machines at the current prices," the Belarusian leader ordered, addressing the director of "Krasny Borrets".

The President also demanded that order be established in a short period, both within the unused workshops and on the factory grounds, that the roof be repaired, and that consideration be given to how to effectively use the premises not yet involved in production. Alexander Lukashenko repeatedly emphasized that all this must be done qualitatively and efficiently, focusing on the future and avoiding window dressing.

After visiting the Orsha Tool Plant, the President visited several other enterprises in the city, including the meat cannery.

The Head of State familiarized himself with the organization of its work and production base. After visiting several workshops, he criticized the economic activity of the enterprise, the condition of the premises, and the material and technical base.

"By November 7, 2020, this should not be here. Funds must be allocated, a new slaughterhouse must be organized, all these old buildings must be demolished, and a modern enterprise must be created. It should be like the best meat processing plants," the President emphasized.

Alexander Lukashenko also visited OJSC "Orshaagroprommash", which is part of the "Bobruiskagromash" holding. He was informed about the financial and economic indicators of the plant, shown the products manufactured, and told about the development prospects of the enterprise.

The General Director of "Bobruiskagromash", Alexander Yeremeyev, asked for help in restructuring debts. The holding company has accumulated loans totaling approximately Br50 million. "A draft decree has been prepared and agreed with the ministers. The economic effect will be Br10.2 million," Alexander Yeremeyev noted. "We are not asking for extra money, only for a deferral."

The Head of State instructed the leadership of the Presidential Administration to urgently address this issue, report back in the near future, and submit their proposals.

"But keep in mind, God forbid, if the decree is not fulfilled and you come again for a deferral or installment plan, you will have only yourself to blame," Alexander Lukashenko warned.

The President was thoroughly acquainted with the work of OJSC "Orshaagroprommash", inquired about the enterprise's workload and the expansion of sales markets. Special attention was paid to the need for targeted use of production facilities and the improvement of the plant's material and technical base.
