The Vitebsk CSK, profitable on paper, turned out to be loss-making in reality

Прибыльный по бумагам Витебский ЦСК на поверку оказался убыточным

The Vitebsk Central Sports Complex, profitable on paper, turned out to be unprofitable. The actual financial condition of the physical culture institution was revealed by employees of the Vitebsk Regional Committee of State Control, a BELTA correspondent was informed by the department.

KGC specialists established that for the first half of the current year, the extra-budgetary activities of the CSC resulted in a loss of about Br40 million. However, the institution reported a profit of Br67.4 million in the report on the execution of the income and expenditure estimates for extra-budgetary funds. During the audit, numerous violations of accounting procedures, violations of legislation in the planning of extra-budgetary activities, and distortion of data on both income received and expenses incurred were identified.

According to the KGC, the complex director did not control the accounting department's activities, and individuals incapable of organizing proper accounting work were hired as chief accountants. The institution's staffing table was compiled exceeding the recommended norms of the Ministry of Sports and Tourism, resulting in the creation of positions for deputy chief accountant, territory cleaners, advertising and commercial agents above the norm.

In addition, the Vitebsk CSC, despite having international-level sports facilities: a heated football field, a sports hall, and an athletics arena, failed to ensure the regular holding of competitions of the appropriate level, and the sports facilities were used only at 70% capacity, with some, such as the gym and shaping hall, at 22% and 47% respectively.

The proper technical condition of the CSC is not maintained. The roof leaks in the building, the masonry of ventilation shafts is partially destroyed, ventilation and air conditioning systems have not been installed, and there are signs of significant corrosion on the lighting masts. Furthermore, the Vitebsk City Executive Committee has not ensured the completion of the CSC construction, which began 14 years ago (in August 1998) with a normative construction period of 30 months.

According to the Vitebsk Regional Control Committee, the audit materials indicate that all these violations are due to not only the unsatisfactory management of the Central Sports Complex but also the insufficient control over the institution's activities by the Department of Physical Culture and Sports of the Vitebsk City Executive Committee. The audit materials were reviewed at a meeting of the collegium of the Vitebsk Regional Control Committee.
