The adoption of Directive No. 4 will contribute to increasing the effectiveness of dialogue between the state and business

November 3, Vitebsk / Sergey Kotovetsov - BELTA/. The adoption of Directive No. 4 will contribute to the intensification of private initiative and the enhancement of the dialogue between the state and domestic investors. This opinion was expressed today to journalists by Nikolai Martynov, a member of the Council for the Development of Entrepreneurship in Belarus, a member of the Council of the Republic of the National Assembly, and General Director of JV Marco LLC, a BELTA correspondent reports. According to Nikolai Martynov, as a result of the state's consistent policy of economic liberalization, favorable conditions have been created in the country for the development of entrepreneurial activities, for the self-realization of citizens in business, and for the intensification of private initiative in all spheres. At the same time, while formally being on equal footing with foreign investors, domestic businessmen often face inadequate treatment from some state structures, including individual officials of local authorities. "I hope that with the adoption of the draft Directive No. 4, which could become a program document for all participants in economic activities, state bodies will finally turn their face towards domestic investors ready to develop their own business in their home country," said Nikolai Martynov. "Marco," which was established as a Belarusian-German joint venture, has actually become an enterprise without foreign investment. The company annually allocates about Br1 billion of its own funds for the renovation and modernization of each of its three footwear factories. This will allow, in particular, at Krasny Oktyabr OJSC, in which "Marco" bought out the state block of shares a year and a half ago, to increase production volume by almost 50% to 1 million pairs by the end of 2010. In addition, the enterprise is implementing projects in industries that are not its core business. In 2011, the opening of the "Marco-City" shopping and entertainment complex in Vitebsk is planned, for the construction of which the enterprise will allocate a total of about Br120 billion. Answering a question from a BELTA correspondent about the prospects for further cooperation with the Italian company "Baldinini," Nikolai Martynov emphasized that he sees no problems for the continuation of the joint project, which has good potential. "By the end of the year, when emotions subside, we will meet in person and discuss all aspects for the future," said the General Director of "Marco." Perhaps the Italian partner has demonstrated how to promote a new project, Nikolai Martynov added with a smile. -0-
