The adoption of the public-private partnership bill will allow the use of business potential

November 3, Vitebsk / Sergei Kochetov - BELTA /. The adoption of the draft law on public-private partnership will allow the use of investment opportunities of domestic and foreign business in solving the socio-economic problems of Belarus. This opinion was expressed to a BELTA correspondent by the Director of the Department for Entrepreneurship of the Ministry of Economy of Belarus, Alexander Likhachevsky. The essence of the draft law is to define the mechanisms for attracting private business to implement investment projects in the structural sectors of the economy, he explained. The document will define the methods for competitive selection of participants in such projects, including the government bodies that will accompany the investment projects, as well as the possible risks, obligations and responsibilities of the partners. Ultimately, this will make it possible to attract investments to the economy, use the experience and capabilities of professionals in specific areas of activity, which will guarantee the effectiveness of the implementation of investment projects that are difficult for the state to carry out for objective reasons, Alexander Likhachevsky noted. In his opinion, an important aspect of such partnership is the increase in the social responsibility of business to society. The draft is being developed by the Ministry of Economy with the involvement of representatives of business associations and interested government authorities. The structure of the law itself and its conceptual provisions have been prepared. In the near future, it is planned to analyze the current legislation, which in one way or another regulates issues of interaction between the state and private business, in order to take these provisions into account in the draft law being developed. In addition, international experience in this area will be analyzed, including the regulation of business-state relations in European countries and the CIS. Taking into account this analysis, adjustments will be made to the draft law, and the work on preparing the draft is generally planned to be completed in 2011, Alexander Likhachevsky added. -0-
