The draft law of Belarus on privatization in a new edition is in parliament /updated/
November 6, Minsk / Liliya Krapivina - BELTA /. The draft law of Belarus on privatization in a new edition is in the parliament and in the Presidential Administration. This was announced today to journalists by the Director of the State Property Fund of the State Property Committee, Natalya Zhernosek, BELTA correspondent reports.
"Two landmark draft laws on privatization have been prepared - a law on privatization in a new edition and a law on objects owned by the state," said Natalya Zhernosek. The concept of the laws is structured in such a way that privatization legislation, in particular the law on objects owned by the state, will be aimed at optimizing the number of such objects that are not subject to privatization.
The draft law has undergone certain changes in its structure, noted the director of the fund. Natalya Zhernosek recalled that in accordance with the Constitution of Belarus, objects exclusively owned by the state and types of activities for which only the state's right applies can be established by law. This constitutional provision formed the basis of this law on objects. And as a consequence of this law, those objects that are exclusively owned by the state are not subject to privatization.
At the same time, objects exclusively owned by the state included both individual state-owned objects and enterprises as property complexes. Enterprises not subject to privatization included individual healthcare facilities and educational institutions. From the production sector, these were main oil product pipelines, enterprises of Belarusian Railways, for the extraction and processing of potash salts, and others.
In the new edition of the draft law, it was decided to exclude from the list of objects exclusively owned by the state, production enterprises that are part of the Belarusian Railways system, with the exception of those that ensure traffic safety. It is also proposed to exclude the "Druzhba" oil transport enterprises in Gomel and Novopolotsk from this list.
"The draft law, in our opinion, defines the optimal number of state-owned objects in all spheres of state activity, which allows it to fully perform its functions," concluded Natalya Zhernosek. -0-
