The program to support personal subsidiary farms in the Vitebsk region is available in only 1 out of 8 districts - KGC

May 7, Vitebsk / Diana Kurilo - BELTA /. Only one out of eight districts in the Vitebsk region, where the Committee for State Control of the region studied the situation with the support of personal subsidiary farms, has a program for the development and support of personal subsidiary farms of citizens for 2006-2010, the Vitebsk Regional Committee for State Control informed a BELTA correspondent. The Vitebsk Regional Committee for State Control conducted control measures in 45 settlements in 8 districts in late April - early May. Committee specialists found that most of the indicators of the program for the development and support of personal subsidiary farms of citizens for 2006-2010, approved by Resolution of the Council of Ministers in 2006 No. 681, are not being fulfilled in the region. Thus, out of 8 indicators for agricultural production in personal subsidiary farms for 2009, only 3 were fulfilled. In particular, only 75.8% of grain was produced from the planned, 93.3% of potatoes, and 83.5% of milk. Out of 6 indicators for the purchase of agricultural products from the population for 2009, 3 were fulfilled. For the purchase of potatoes, the target was met only by 53.8%, young cattle - by 43.2%, milk - by 93.3%. Based on the results of work for 2009, the production of gross output in personal subsidiary farms of citizens amounted to 91% of the 2008 level, and for January-March of the current year - 92%. In recent years, the number of personal subsidiary farms in the region has been decreasing: over 2007-2009, their number decreased by 9.5 thousand. At the same time, the number of cows on personal plots decreased by 17.1 thousand heads during this period. According to the employees of the Committee for State Control, one of the reasons for this situation is the lack of proper work on the development and support of personal subsidiary farms of citizens at the local level, as defined by the state program. In many settlements inspected by the Committee for State Control, issues of providing assistance to the population in cultivating agricultural crops, preparing feed, and allocating equipment and horses for plowing gardens and harvesting were poorly resolved, which caused justified complaints from the population. An analysis of appeals from the rural population to the district executive committees of the region on issues related to maintaining personal subsidiary farms over the past two years showed that the largest number of them concerned issues of providing assistance in cultivating land plots (16%), organizing milk purchases (15.6%), providing livestock with feed, providing assistance in haymaking (11.5%), as well as selling and exchanging livestock (10%). Appeals from citizens on the same issues were received practically every time the committee held direct lines and mobile receptions of citizens in the districts of the region. During control measures, employees of the Committee for State Control also identified cases of overstating the volumes of agricultural products purchased from the population. Thus, in Polotsk Raypo, it was found that agricultural products received from buyers were accounted for as purchased from the population. This led to individuals receiving illegal income and non-payment of taxes to the budget in the amount of Br20.5 million. During inspections in Beshenkovichi and Gorodok districts, facts of mismanagement of land plots, their withdrawal from circulation, and failure to maintain proper order on the territory of settlements and agricultural organizations' production facilities were also established. -0-
