Producers in Belarus may not justify the level of prices applied to goods
March 21, Minsk /BelTA/. Belarusian economic entities are not required to justify the prices of their goods with economic calculations. Justifications are only required for regulated prices. This was reported to BelTA by the press service of the Ministry of Economy, commenting on Decree No. 72 "On Certain Issues of Price (Tariff) Regulation in the Republic of Belarus" of February 25, 2011.
Currently, questions regarding the application of the norms of this decree continue to be received. In this regard, the Ministry of Economy has provided clarifications. Subparagraph 2.3 of paragraph 2 of the decree stipulates that the sale of goods (works, services), except for those regulated in accordance with the decree, without economic calculations is not an offense.
Given this, the level of regulated prices (tariffs) must be justified by appropriate economic calculations. As for prices (tariffs) that are not subject to regulation, since March 1, 2011, the preparation of economic calculations for the level of applied prices (tariffs) is not mandatory.
The decree provides for the continuation of state regulation of prices (tariffs) for certain goods (works, services) that are of paramount importance for ensuring the country's economic security, for products of monopolistic organizations, as well as for socially significant goods (services).
The requirement for legal entities and individual entrepreneurs to submit economic calculations when determining the level of applied prices (tariffs), except for regulated ones, has been abolished.
With the adoption of the decree, the maximum indices for changes in selling prices (tariffs) for goods (works, services) produced in the republic, which were previously established by the government, are canceled. Accordingly, the registration of these prices (tariffs) is canceled.
Decree No. 72 defines a specific list of goods (works, services) for which state price (tariff) regulation is carried out, as well as the state administration bodies entrusted with the functions of their regulation. Prices (tariffs) for goods (works, services) not included in the list of regulated ones are formed by business entities independently, taking into account market conditions. -0-
