The Prosecutor's Office demands to strengthen control over the use of housing from the maneuverable fund in Vitebsk
October 30, Vitebsk / Olga Bogacheva - BELTA /. The prosecutor's office demands to strengthen control over the use of the maneuverable housing stock in Vitebsk. This opinion was expressed to a BELTA correspondent by Pavel Zaitsev, prosecutor of the department for supervision of legislation enforcement of the Vitebsk regional prosecutor's office, commenting on the results of the inspection.
According to him, the inspection showed that the Vitebsk City Executive Committee did not ensure proper accounting of the maneuverable housing stock in the regional center. The weak control in this area is evidenced by violations of the procedure for providing residential premises, the settlement of housing of this category by persons who do not have the right to reside in it in accordance with the law, and cases of untimely vacation of occupied premises of the said category.
"In particular, in most cases, residential premises were provided not in accordance with the decision of the local executive and administrative body, but on the basis of decisions of the Vitebsk City Executive Committee on the approval of the title list of facilities for capital repairs, reconstruction, modernization of the housing stock and engineering networks. In addition, careless execution of lease agreements for special residential premises is allowed, and not all of these agreements are registered in the prescribed manner," the prosecutor noted. He emphasized that the lack of control over the targeted use of the maneuverable fund leads to unjustified expenses for its maintenance and violation of citizens' housing rights.
Following the inspection, the Vitebsk Regional Prosecutor's Office submitted a proposal to the Vitebsk City Executive Committee to eliminate the identified violations and the need to strengthen control in this area, based on the results of which the guilty persons were brought to justice.
In accordance with the Regulation on Special Residential Premises of the State Housing Fund, approved by the Resolution of the Council of Ministers of September 24, 2008, No. 1408, maneuverable housing is intended for temporary residence of two categories of citizens.
This type of housing is provided to tenants (owners) and their family members in connection with their relocation from residential buildings subject to capital repair or reconstruction, the repair or reconstruction of which cannot be carried out without the eviction of residents. In this case, maneuverable housing is provided without terminating the lease agreement for the previously occupied residential premises.
In addition, maneuverable housing is intended for tenants registered at their place of residence in a residential building (apartment) subject to demolition, the owner of which has not been found as a result of measures taken in accordance with the law in connection with the seizure of land for state needs, until the expiration of the lease agreements for the corresponding residential premises. -0-
