Vitebsk Region Prosecutor's Office: Citizens are not always informed in a timely manner about shared construction
The Vitebsk Regional Prosecutor's Office has established facts of violations of citizens' rights to receive complete and reliable information about shared housing construction, reported Marina Ryzhova, prosecutor of the department for supervision of legislation enforcement and legality of legal acts of the regional prosecutor's office.
Legislation on shared housing construction in Belarus contains requirements aimed at providing citizens with complete and reliable information in the field of shared construction. This information can be published in the media (print publications, internet), on information boards of local authorities (para. 4 of the Regulation on shared construction of facilities in the Republic of Belarus, approved by Decree of the President of the Republic of Belarus No. 263 of June 6, 2013).
"Currently, the construction of residential buildings with shared involvement of citizens' funds is being carried out in Vitebsk, Novopolotsk, Beshenkovichi, Vitebsk, Dokshitsy, Orsha, Chashniki districts, and others. Prosecutors of cities and districts conducted selective checks on the fulfillment of requirements for providing citizens with complete and reliable information in the specified area and identified violations by developers and city/district executive committees," noted Marina Ryzhova.
In particular, prosecutors of Vitebsk, Orsha and Chashniki districts established that for certain construction projects, project declarations were not posted on the websites of local executive committees, or this was done untimely. The necessary data did not always appear on the boards of city/district executive committees.
In Novopolotsk, Gluboksky and Orsha districts, the information in the project declarations contained incomplete information about the developers and shared construction projects. For example, information about residential buildings and other real estate objects (their commissioning dates) in the construction of which the developer had participated in the last three years was not indicated. There was no data on the developer's rights to the land plot and other necessary information. The identified facts are a violation of citizens' rights.
Based on the results of the inspection, prosecutors of Vitebsk, Novopolotsk, Gluboksky, Orsha and Chashniki districts took response measures aimed at eliminating these legislative violations.
