The Vitebsk Regional Prosecutor's Office has closed the case of the deaths of three people in the Verkhnedvinsk district

The Prosecutor's Office of the Vitebsk region has terminated the criminal case concerning the death of three people during the dismantling of an agricultural building in the Verkhnedvinsk district due to the death of the guilty person. This was reported to a BELTA correspondent by Dmitry Yanush, senior investigator for particularly important cases of the investigative department of the regional prosecutor's office. The criminal case was initiated under Part 2 of Article 303 of the Criminal Code of Belarus "Violation of construction safety rules, resulting in death by negligence" in January of this year. The tragedy occurred in the village of Dubrovy during firewood harvesting while dismantling the roof of a former calf shed of the agricultural enterprise "Kokhanovichi". As a result of the roof collapse during the dismantling of the structure, the foreman and two workers of the construction crew of the enterprise died, and three other workers received injuries of varying severity. During the investigation, it was established that the causes of the accident were gross violations by the foreman of safety requirements. Thus, the dismantling of structures was carried out without an inspection of the overall condition of the building, dangerous zones were not identified, and fastening or strengthening of the structures of the dismantled building to prevent accidental collapse was not carried out. When choosing the method of dismantling the building, the site manager did not take into account the snow load and the condition of the load-bearing elements of the structure. At the same time, the foreman possessed sufficient knowledge and work experience, which allowed him to adequately ensure the safety of construction work. Given that the foreman died at the scene of the incident, the criminal case has been terminated due to the death of the guilty person, said Dmitry Yanush. In addition, the regional prosecutor's office has submitted a representation to the management of the agricultural enterprise "Kokhanovichi" to eliminate violations of labor legislation identified during the investigation. For example, some employees of the enterprise did not undergo training and knowledge testing on labor protection, as well as medical examinations. The enterprise does not conduct periodic technical inspections of production buildings and structures, and there is no documentation for recording maintenance and current repair work on production buildings and structures. The identified violations must be eliminated within a month, and officials responsible for organizing labor protection work will be held accountable. -0-
