The Vitebsk Regional Prosecutor's Office revealed the beaches' unreadiness for the summer season
June 16, Vitebsk / Olga Bogacheva - BELTA /. The Vitebsk Regional Prosecutor's Office has revealed the region's beaches are not ready for the summer season, Irina Tavtyn, Senior Assistant Prosecutor of the Vitebsk Region for Legal Support, Information and Public Relations, told BELTA correspondent.
During the inspection, it was found that only 27.6% of the beaches have passports for their opening and operation. These legal documents are completely absent for officially designated recreation areas on water bodies in Shumilino, Beshenkovichi, Dubrovno, Glubokoe, Verkhnedvinsk, Postavy, and Rossony districts, as well as in Orsha.
In addition, legal entities assigned to the beaches are not fulfilling the requirements for surveying and clearing water areas of foreign objects. Thus, this work has been carried out at less than half of the beaches by the opening of the swimming season. Many recreation areas are cluttered with household waste and weeds. Responsible organizations, having installed garbage containers, do not ensure their periodic cleaning.
Among other violations, common to most beaches, are the absence of information stands, toilets, changing rooms, and sunshades, as well as the failure to take measures to ensure the safety of swimmers.
Thus, at the time of the inspection, most of the beaches in the region were not ready for the swimming season. According to Irina Tavtyn, this situation arose due to the lack of control by district executive committees over the implementation of their decisions to determine the list of beaches and assign responsibilities for their arrangement and maintenance to specific business entities. For example, the Braslav District Executive Committee, which designated 5 recreation areas on water in Braslav, instructed rural executive committees to assign responsible business entities to these recreation areas. However, to date, no decisions have been made on this matter by the Plusky, Osovsky, Teterkovsky, Dyalikovsky, and Mezhansky rural Soviets. Despite the existence of such decisions made by the Slobodkovsky, Druyevsky, and Vidzy rural Soviets, their chairmen do not even have information about the number of beaches located in their territories and the business entities.
In total, there are 134 beaches in the region. There are no officially opened water recreation areas only in Polotsk and Liozno district. However, if in the first case their absence is due to the non-compliance of water with sanitary requirements, then in the second case, local authorities explain the situation by the lack of a budget item for their maintenance and arrangement in the district budget. In fact, local residents use four lakes and one reservoir for recreation and swimming. -0-
