The prosecutor's office identified violations in the handling of citizen appeals at Vitebskoblautotrans OJSC

May 11, Vitebsk /Olga Bogacheva - BELTA/. Violations of legislation have been identified in the activities of enterprises of OJSC "Vitebskoblavtotrans", prosecutor of the department for supervision of legislation enforcement and legality of legal acts of the Vitebsk region prosecutor's office Natalia Kolpakova told a BELTA correspondent. The inspection of the enterprise and its structural divisions covered issues of compliance with the requirements of labor legislation, on citizens' appeals, Directive No. 1 "On measures to strengthen public safety and discipline", and legislation on property preservation. As a result of its conduct, a number of violations were identified. In particular, it was established that work with citizens' appeals does not always meet the requirements: there are cases of responding to a collective appeal to only one applicant without proper notification of the result to all signatories, in some cases there are no responses to appeals, and explanations of the procedure for appealing a decision are not provided. Such violations were identified in OJSC "ATP No. 15 of Miory", OJSC "ATP No. 8 of Orsha" and other OJSC enterprises. The requirements of the current legislation in the sphere of labor relations are not fully observed. For example, employees of motor transport enterprises subjected to disciplinary action are not always familiarized with the relevant orders against their signature within the period established by law. As a result, they are considered not to have disciplinary penalties. A number of orders lack the date of the employee's familiarization with the order, and the time of the offense committed by the offender. In all cases, a written explanation from the employee is not requested, which does not allow judging the legality of bringing him to responsibility. In individual motor transport enterprises, violations have been identified in granting annual leave upon completion of the working year and in compliance with their schedule. In addition, some orders on disciplinary action provided for a reduction or deprivation of bonuses. At the same time, withholding bonuses or reducing them is not among the disciplinary penalties. "These facts are a consequence of the insufficient knowledge of employees of the enterprise of the requirements of current labor legislation, on citizens' appeals, and the lack of proper control by management over the work of subordinates," stated Natalia Kolpakova. She also added that in order to eliminate the identified violations and bring the guilty officials to justice, the regional prosecutor's office has submitted a representation to the General Director of OJSC "Vitebskoblavtotrans". -0-
