The prosecutor's office identified violations in the work of Vitebsk DSK in the fight against corruption

The Vitebsk Regional Prosecutor's Office has identified violations in the activities of the Vitebsk House-Building Combine (Vitebsk HBC) in the fight against corruption, Irina Tavtyn, Senior Assistant Prosecutor of the Vitebsk Region for Legal Support, Information and Public Relations, told a BELTA correspondent. During the inspection, it was established that an anti-corruption commission, which would coordinate the activities of the enterprise's services and departments in preventing corruption, has not yet been created at the enterprise. An obligation to comply with the restrictions established for them by Article 17 of the Law of the Republic of Belarus "On Combating Corruption" has not been requested from a number of officials of the HBC, and they have not been notified of the legal consequences of its non-fulfillment. In addition, such obligations have been accepted from some employees with reference to a normative act that has lost its force. At the same time, such facts of failure to take proper measures to prevent corruption can create prerequisites for similar manifestations. The study of the practice of fulfilling the requirements of Directive No. 2 "On Measures for Further Debureaucratization of the State Apparatus" and legislation on citizens' appeals showed that the management of the Vitebsk HBC is taking certain measures aimed at optimizing the activities of management apparatuses, preventing bureaucracy and formalism, and a more attentive attitude towards citizens' appeals. These issues are regularly considered at operational and working meetings, and organizational problems related to receiving citizens on personal matters and resolving applicants' appeals are being addressed. However, the requirements of the legislation in this area are not fully met. In particular, there are cases of violation of established deadlines for resolving appeals, formal answers to specific questions, and there is no data on bringing guilty persons to disciplinary or material responsibility. To eliminate the violations, the enterprise's management has been issued with a relevant representation. -0-
