In 2012, prosecutors demanded that over a hundred bureaucrats in the Vitebsk region be held accountable. The Deputy Prosecutor of the Vitebsk region, Georgy Korenko, told a BELTA correspondent about the results of inspections into the enforcement of legislation on citizens' and legal entities' appeals.
The regional prosecutor's office constantly supervises the enforcement of the law "On Citizens' and Legal Entities' Appeals," and Directive No. 2 "On Measures for Further Debureaucratization of the State Apparatus." Last year, the region's prosecutor's offices conducted nearly a hundred inspections at enterprises, institutions, and organizations into the enforcement of legislation on citizens' and legal entities' appeals. Based on the results, 77 submissions were made to the heads of management bodies, institutions, and enterprises, and 33 officials were officially warned about the inadmissibility of violating the law. Under prosecutor's resolutions and demands, 96 officials were brought to disciplinary responsibility, and 16 people to administrative responsibility.
For instance, last year, the region's prosecutor's offices conducted an inspection into the enforcement of Directive No. 2 requirements in the architecture and construction departments of local executive and administrative bodies. During the inspection, shortcomings were identified in the registration of citizens' appeals, cases of violating the deadlines for sending appeals to the relevant competent organizations, as well as failure to notify applicants about this. Violations of the deadlines for considering citizens' appeals and the procedure for extending these deadlines were allowed. There were cases when, due to the ignorance and non-compliance of employees with the requirements of current legislation, appeals not within the competence of these bodies were considered on their merits. For the identified legislative violations, city and district prosecutors made 5 submissions.
Given the significant number of citizen appeals regarding the activities of housing and communal services enterprises and organizations, the regional prosecutor's office has planned for the first half of 2013 to inspect compliance with Directive No. 2 and the Law "On Citizens' and Legal Entities' Appeals" in the housing and communal services departments of the Vitebsk City Executive Committee and the administration of the Pervomaysky District of Vitebsk.
