The 40th meeting of the Collegium of the Border Committee of the Union State was held
On June 20, the jubilee, 40th meeting of the Collegium of the Border Committee of the Union State was held in Novopolotsk. It was attended by State Secretary of the Union State Grigory RAPOTA, Chairman of the State Border Committee of Belarus Colonel Alexander BOECHKO, First Deputy Director – Head of the Border Service of the Federal Security Service of the Russian Federation Colonel General Vladimir KULISHOV, Chairman of the Commission of the Parliamentary Assembly of the Union of Belarus and Russia for Security, Defense and Crime Prevention Valery GAYDUKEVICH, Deputy Chairman of the Vitebsk Regional Executive Committee Oleg MATSKEVICH, Chairman of the Novopolotsk City Executive Committee Natalya KOCHANOVA, as well as heads of structural divisions and experts of the FSB of Russia, the State Border Committee of the Republic of Belarus and the Standing Committee of the Union State.
The agenda of the collegium included five issues, among which were:
the procedure for exchanging information on the situation and threats to border security on the external border of the Union State;
the further functioning of the operational border group of the FSB of Russia in the Republic of Belarus;
the progress of the program "Strengthening the border security of the Union State for the period 2012-2016".
As a result of the implementation of the program measures under the section "Construction of an educational and administrative building, barracks, dormitory and canteen of the state educational institution 'Institute of the Border Service of the Republic of Belarus'", a design organization has been determined to perform design and survey work, with which a state contract has been concluded. Design and estimate documentation has been developed for the work on preparing the construction site for the main construction, as well as a design sketch with the approval of the general plan and the floor plans of the facility's buildings and structures. The construction of the Institute's complex of buildings is planned to begin this autumn.
Payment for training has been made under Section 2 "Training, retraining and professional development of servicemen of the border service bodies of the Republic of Belarus in educational institutions of higher professional education of the FSB of Russia". The training of Belarusian servicemen in educational institutions of the Russian Federation allows the border agencies of the two countries to develop in the same direction, ensuring a high level of interaction in solving joint tasks of protecting the border of the Union State.
Under Section 3 "Modernization and re-equipment of the automated border control system", design and survey work will be carried out this year to modernize and improve the automated border control system, followed by their implementation at 55 Belarusian border crossing points.
For reference:
The implementation of these projects will allow:
to transition to modern technical and technological principles of the automated border control system functioning;
to increase the reliability and fault tolerance of the automated border control system;
taking into account the increasing passenger traffic and the increase in the volume of information transmitted in the automated border control system, to ensure and organize the fastest possible processing of persons crossing the State Border of the Republic of Belarus;
to promptly identify in the passenger traffic individuals involved in illegal activities, wanted for committing crimes both in the territory of the Republic of Belarus and in the territory of the Russian Federation, individuals involved in terrorist and extremist activities, wanted internationally, as well as to counter illegal migration and human trafficking.
Within the framework of the "Creation of an Integrated System for the Protection of the Union State's External Border" section, design and survey work is also planned for the facilities "Elements of the integrated border protection system at 60 border outposts and posts, border service departments of the Polish and Baltic directions with their subsequent implementation." This process will be completed in 2013. In addition, 17 facilities in the Grodno Border Group are planned to be built by the end of the current year. The implementation of these projects will allow for the integration of diverse systems and technical means, technologies, and technical solutions from the border outpost to the border detachment command, and ensure work with cartographic and navigational information. Furthermore, in real-time mode, at stationary and mobile automated workstations, visual display of the location of border patrols and rapid response groups in the protected areas will be provided. The introduction of the latest developments will allow for viewing the situation in the border section directly from the automated workstation and analyzing information about the radiation situation.
Engineering equipment of the border will continue this year. Its protection will become more convenient for border patrols, making it easier for them to control hard-to-reach areas. At the same time, potential violators on the "green" border will encounter new engineering barriers, alarm systems with seismic sensors, and video surveillance systems. A mobile technical observation station on an all-terrain vehicle, which will be purchased under a Union program, will ensure monitoring of the area in conditions of poor visibility.
Within its framework, it is planned to equip the border service of Belarus with new automotive and engineering equipment, boats and motorboats. Thus, three sets of rapidly deployable alarm systems "Radiobarrier" have already been supplied to the border units. This year, the coast guard will be replenished with three rigid-inflatable motorboats and a keel-type boat. Joint work of Belarusian and Russian specialists is being established on the creation and development of unmanned aerial systems for monitoring the external border of the Union State.
A total of one billion Russian rubles (more than 280.00 billion Belarusian rubles) is envisaged for the implementation of the program "Strengthening the border security of the Union State for the period 2012-2016".
At the meeting of the Border Committee, the composition of the members of the collegium was clarified, which included newly appointed officials in the border agencies of Belarus and Russia, and a decision was made to submit the candidacy of the First Deputy Director – Head of the Border Service of the Federal Security Service of the Russian Federation, Colonel-General Vladimir Kulishov, to the Council of Ministers of the Union State for appointment to the position of co-chairman of the collegium of the Border Committee of the Union State.
