The procedure for registering documents for product release in Belarus has been simplified
September 7, Minsk /BELTA correspondent/. The procedure for registering documents required for product release has been simplified in Belarus, the State Committee for Standardization informed a BELTA correspondent.
Since September 1, 2010, a new procedure for state registration of technical specifications for products has been introduced – on a declarative basis. From the same date, amendments have been made to a number of technical regulatory legal acts concerning the procedures for registration, development, and production of food products. At the same time, the manufacturer's responsibility to the consumer is maintained.
The procedure for state registration of technical specifications on a declarative basis is established by amendments to the technical code of practice – TCP 1.3-2010 "System of Technical Regulation and Standardization of the Republic of Belarus. Rules for the Development of Technical Specifications". For state registration, it is necessary to submit technical specifications and a product catalog sheet. The registration period for technical specifications does not exceed three working days from the date of registration of the business entity's application. The check of technical specifications for compliance with mandatory requirements of standards and legislation of Belarus, preceding their registration, is canceled. State registration of technical specifications is carried out solely for accounting purposes.
To simplify the procedures for registration, development, and production of food products, the Belarusian state standard STB 1450-2010 "Technological Documentation. Recipes. General Requirements for Development" has been developed and put into effect. It cancels the mandatory approval of recipes for food products with state sanitary supervision bodies and other interested state administration bodies.
Amendments have been made to TCP 5.2.01-2005 "National System for Conformity Confirmation of the Republic of Belarus. Procedure for Certification of Food Products and Food Raw Materials. Main Provisions" and to TCP 5.2.20-2008 "National System for Conformity Confirmation of the Republic of Belarus. Procedure for Certification of Alcoholic Products. Main Provisions". Here, the procedure for certifying food products is also simplified.
Amendments have also been made to the Belarusian state standard STB 1790-2007 "Development and Introduction of Alcoholic Products into Production. Main Provisions", which simplify the introduction of alcoholic products into production.
The State Committee for Standardization recalled that in Belarus, business entities are responsible for the safety and quality of products they manufacture and supply to consumers. This is, in particular, provided for by the Code of Administrative Offenses of the Republic of Belarus, the Criminal Code, and the Law "On Protection of Consumer Rights".
The modern market is developing very dynamically, which necessitates the prompt development and implementation of new, competitive types of products and the simplification of the procedure for approving and registering documents required for the development of new food production. All procedures for the development and mastering of new products are exclusively the prerogative of the developer. Their responsibility includes only carrying out procedures to confirm the compliance of products with the mandatory safety requirements stipulated by current legislation. Even if the product is not subject to mandatory certification or hygienic regulation, the manufacturer must take all measures to allow the consumer to verify its compliance with established requirements. -0-
