Working trip to the regions
August 10, Vitebsk /Own correspondent/. On August 8, 2009, the Chairman of the Vitebsk Regional Executive Committee, A.N. Kosinets, visited the Shumilino, Polotsk, Miory, Postavy, and Braslav districts.
Alexander Kosinets criticized the district executive authorities on issues of landscaping and land management. An order was given to promptly put the roadside strip in order, carry out grading, and asphalt the streets of settlements, access roads to mechanical yards, dairy farms, and social facilities. The roadside service operation is organized unsatisfactorily.
A.N. Kosinets instructed the chairmen of the city and district executive committees to establish proper order in the suburbs, in dacha settlements, and to create beaches and recreation areas on the lakes.
During the harvesting campaign, the chairman of the regional executive committee emphasized the importance of swift and high-quality work. To achieve this, it is necessary to strengthen production discipline and improve the technological process of agricultural work. Local managers should pay close attention to the sequence of harvesting operations, fodder procurement, fertilizer application to fields, soil plowing for the new crop, increasing field contouring, implementing intensive technologies, innovative biotechnologies, technical re-equipment of the sector, winter sowing, and doubling labor productivity and volumes. Cases of equipment downtime must be eliminated, and the main focus should be on the worker. By implementing these approaches, the Vitebsk region should and will harvest up to 2 million tons of grain annually.
The construction of dairy farms is proceeding at unjustifiably slow rates. At many sites visited by Alexander Kosinets, the work schedule has been adjusted. District heads have assured the chairman of the regional executive committee that the first phase of dairy farms will be commissioned by September 20. Local authorities are also placing the construction deadlines for social facilities in the region's agro-towns under special control.
Based on the results of the working trip, 10 managers of various levels have been issued disciplinary sanctions. District heads have been instructed to rectify the identified shortcomings.
