The work of managers should be based on the prevention of citizens' appeals - V. Pilipets

August 27, Vitebsk / Diana Kurilo - BELTA /. The work of managers at different levels should be based on anticipating citizens' appeals. This was stated today at a meeting of the Vitebsk Regional Executive Committee by the Aide to the President of the Republic of Belarus - Chief Inspector for the Vitebsk Region, Viktor Pilipets, BELTA correspondent reports. Over the three years of Directive No. 2 on measures to further de-bureaucratize the state apparatus, positive results have been observed in working with citizens' appeals. In the first half of the year, the number of appeals from residents of the region to the Administration of the President of the Republic of Belarus decreased by 10%, and to the Council of Ministers by 15%. In general, the number of citizens' appeals received by the regional executive committee from higher state bodies decreased by 28.5%. At the same time, Viktor Pilipets noted that managers and officials do not take timely measures to resolve issues that may become the reason for appealing to government bodies. Thus, in the first half of 2009, the regional executive committee received 1974 citizens' appeals, which is 18.9% higher than in the same period last year. Moreover, 1021 appeals were essentially within the competence of district and city executive committees. As a typical example of managerial irresponsibility, the chief inspector cited the village of Yanovichi. Here, a small, 200-meter section of road, which is used by public transport, among other things, is hazardous. Despite the fact that minimal funds are needed for its repair, local managers have done nothing to put it in order. "Did the village council chairman, the farm manager, the road management master not see that the road needs repair? They are waiting for an appeal to come in, and then they will react to it and be proud that they have solved the problem," Viktor Pilipets stated with bitterness. The President's Aide is convinced that the subjective factor lies at the heart of such negative phenomena. "In the district, everyone, from the clerk to the chairman of the district executive committee, must work to improve people's lives," he added. -0-
