Novopolotsk, Orsha, and Beshenkovichi District lead the rating of cities and districts of the Vitebsk region, the Vitebsk Regional Executive Committee's Economy Committee informed a BELTA correspondent.
According to the results of the rating assessment of the performance of chairmen of city and district executive committees in achieving the set socio-economic development indicators, Novopolotsk took first place, Orsha - second, and Polotsk - third. In terms of agricultural indicators, the top three leaders are Beshenkovichi District, Verkhnedvinsk District, and Orsha District.
At the beginning of the current year, the chairman of the regional executive committee, Alexander Kosinets, instructed to develop a system for assessing the socio-economic development of the region's districts and cities and, based on this, to draw conclusions about the effectiveness of the local power vertical. The assessment scale includes more than four dozen indicators characterizing the economic and financial situation, and the social sphere of an administrative-territorial unit. For example, four criteria have been introduced for a comprehensive assessment of foreign economic activity. The social situation is assessed based on the state of affairs with offenses and industrial injuries. Work with citizens' appeals and the dynamics of justified complaints are also among the evaluated aspects.
In January-November of the current year, the generalizing parameter of the region's economic activity - gross regional product - amounted to 107.7%, the Economy Committee reported. Based on the results of 2012, this indicator is expected to be 112% of last year's level. Revenue from the sale of products (goods, works, and services) per employee in 2012 will be almost $58,000. Inventory levels in the region do not exceed 30% of the average monthly production volume. This is approximately 2 times less than the average for the republic.
