Reconstruction of the cinema, road, and improvement of courtyards: Alexander Subbotin held a citizens' reception

Реконструкция кинотеатра, дороги и благоустройство дворов: Александр Субботин провел прием граждан
Questions of construction, housing and communal services, and urban improvement were considered by the Chairman of the Vitebsk Regional Executive Committee, Alexander Subbotin, during a personal reception of citizens.

Residents of Vitebsk, Polotsk, and Liozno districts appealed to the head of the region for a personal reception. An elderly resident of Vitebsk told the chairman of the regional executive committee that the basement in her house on Suvorov Street is flooding, causing dampness in her apartment. She also raised a set of issues regarding the improvement of her house and the adjacent territory, as well as the pedestrian street in the historical part of the city. The applicant had previously contacted the city executive committee; some issues have been resolved, and for the remaining ones, the woman requested assistance from the head of the region. Alexander Subbotin took the citizen's appeal under his control and also suggested organizing a community work day together with the residents, who would primarily work for their own benefit.Another resident of the regional center complained about the poor ventilation in her house on Moskovsky Prospekt. The building is almost 50 years old, and according to the applicant, there were no serious problems until a hairdresser's salon appeared on the first floor. She claims that during the reconstruction of the premises on the first floor, a separate ventilation system was not installed. The Vitebsk resident reported that unpleasant odors were entering her apartment. The head of the region instructed to inspect the apartment, identify, and eliminate the causes of the unpleasant odors.Residents of the Orekhovo microdistrict in Vitebsk, which consists mainly of private houses, spoke about the unsatisfactory condition of the roads and non-functioning utility systems. The women noted that due to potholes, mothers with many children cannot take their children to kindergarten and school, and it is impossible to drive on secondary streets. The Chairman of the Vitebsk City Executive Committee, Gennady Sabinich, stated that water would be pumped out of the microdistrict using pumps, after which the water supply and sewerage systems would be launched. It is planned that the work in the microdistrict will be completed in the third quarter of this year, and construction of the necessary channels will begin in the next one to two months, when equipment can access the dried soil. Alexander SubbotinHe took the issue under his personal control.A resident of Vitebsk raised the issue of the completion of the reconstruction of a facility on Stroiteley Avenue. He plans to restore the "Brigantina" cinema in its former glory in the old building with his son. The man sought support from the regional authorities and wanted to know if the city needed a cinema that had been under reconstruction for three years at the owner's expense. The head of the region noted that a cinema with quality sound in a densely populated area is needed, especially since many citizens have already raised this issue, as tickets for film screenings are sometimes impossible to obtain at the two existing similar cultural facilities, especially for the whole family.
The head of the region also considered issues of trade organization and disagreements with responses previously given by other authorities.
The topics of citizens' appeals from the region were diverse. Some of them concerned, in addition to seasonal issues such as the condition of roads, also relationships between citizens. "Sometimes people come with unsolvable problems because they lie in the plane of interpersonal conflicts, when all legal norms have been exhausted, there is a court decision, but the person is not satisfied. These are the most complex problems. About 70 percent of appeals are about infrastructure, repairs. Somewhere it is objectively delayed due to lack of funding or because the facility is scheduled for later, and people would like it to be faster. Somewhere the reason lies in the subjective, when indifferent officials do not believe that this problem exists. Such problems should not reach these offices; they should be resolved at the lowest level. I hope that all of us, each in our own place, will solve these problems, and there will be fewer appeals and applications," Alexander Subbotin summed up after the personal reception.
