Road repairs, street lighting. What issues did residents of the Vitebsk region raise with Alexander Subbotin
The first call came from a resident of the Vitebsk district. The man asked for help with organizing the supply of drinking water in the village. The local well broke down, and the villagers tried to repair it on their own, but encountered difficulties that could not be solved without the help of the authorities. In addition, the water from the water pipeline contains sand and is only suitable for technical use. The chairman of the regional executive committee instructed to investigate the situation and help the villagers.
The improvement of the territory and roads in Ruba is a concern for the residents of this Vitebsk microdistrict, on behalf of whom a woman called. They are asking to tidy up the local ravine, cut down trees nearby, and pave the road instead of the pit, which is currently problematic to pass, especially on rainy days. Previously, residents had appealed to the local authorities. As a result, the bushes on the territory were trimmed, and the trees are still waiting for their turn. The head of the northern region promised to take the issue under control. "If formalism was involved, we will punish those responsible," he said, adding that responsible persons will inspect the site in the near future and make an appropriate conclusion.A Vitebsk resident called the direct line with a request for clarification. Being a bus depot driver, she, like other employees, began to notice systematic fuel theft. According to the woman, at the end of March, the shortage is deducted from the employees' salaries. The problem cannot be solved on the spot. Alexander Subbotin noted that the appeal is currently being considered. He also inquired about other issues at the bus depot to approach the solution comprehensively.
A resident of the village of Antonovka, Orsha district, asked for help in preserving the local club. According to her, over 600 people are within its service area. Last year, residents requested improved conditions for creative groups to practice in winter. After inspection by construction organizations, it turned out that the building was dilapidated, in a deplorable state, and could no longer be repaired. Currently, people have been provided with two rooms for activities, and another renovated club is planned to open in the region around autumn. According to local authorities, Br600 thousand has been allocated for these purposes. The chairman of the regional executive committee promised to personally visit and assess the situation in the near future.
A resident of the regional center appealed for assistance in repairing a balcony in one of Vitebsk's multi-story buildings. Her son lives in the building in question. The apartment is located on the sixth floor directly above a pedestrian archway. An inspection was conducted there at the request of the residents, which showed that the concrete balcony railing was deteriorating, posing a risk of partial structural collapse. The applicants were assured that the balcony was included in the current repair plan for 2022, but this address was not subsequently added to the schedule. By order of Alexander Subbotin, the problem is to be resolved in the coming days.
In three hours, a total of 30 calls were received during the direct line with the chairman of the regional executive committee. Some dialogues lasted a couple of minutes, while individual questions took about 15 minutes. The head of the region emphasized the need to thoroughly understand each situation and figure out how to promptly help the region's residents. People also contacted him with issues concerning road repairs and improvements, the use of common lands, basement flooding in an apartment building, and dealing with hogweed. A woman from Vitebsk complained about insufficient street lighting in the courtyard of her residential building. A resident of the village of Aleksinichi, Sennensky District, requested the organization of bus service to the district center. A similar request was made by a representative of the village of Starinki, Vitebsk District. Among other problematic issues were the lack of hot water, an insufficient assortment in a rural store, and the need for a salary recalculation in favor of an employee.
"All problems, with a proper approach, should be resolved locally. At the district, housing and communal services, rural council, and other levels," noted Alexander Subbotin. "When you give a push, it gets resolved. The issue, firstly, is with us. I think it's not only the power system but also the people who apply. Some are driven by genuine hopelessness to contact us, while others use it as an opportunity for entertainment and self-realization. I believe we all need to become better. Traditionally, the main segment of problems is housing and communal services: major repairs of houses, water supply, and roads. It is gratifying that today two people called and thanked the individuals who were handling their issues. These people (who fulfilled the assignment. - Ed. BELTA) deserve to be singled out and praised once more."
Since the beginning of the year, 41 instructions have been given during the direct phone lines of the head of the northern region, 38 of which have been completed. Among the issues remaining under control are the completion of the roadway construction on Baghramyan Street and 33rd Army Street, and the organization of a bypass for 8th Zadorozhnaya Street in the regional center, as well as the sale of the former school building in the village of Andronovichi, Postavsky district. The vast majority of appeals to the regional executive committee generally concern housing and communal services, road maintenance, healthcare, and transport services.
Direct phone lines of regional executive committees and the Minsk City Executive Committee have been held weekly on Saturdays since 2015. This format allows for an increase in the effectiveness of work with appeals from citizens and legal entities, contributes to the eradication of bureaucracy, red tape, and paperwork. It also allows for the prompt resolution of problematic issues arising for people.
