A number of preferences are provided for by a decree signed by the President on the development of the Orsha district

President of Belarus Alexander Lukashenko signed Decree No. 506 "On the Development of the Orsha District of the Vitebsk Region," which approves the development program for this region until 2023. This was reported to BELTA by the press service of the head of state.

The program includes measures aimed at solving the key problems of the Orsha District. Its goal is to create conditions for the comprehensive socio-economic development of the region, improve the quality and standard of living of the population, stimulate entrepreneurship, and increase local budget revenues. To this end, a number of economic, financial, tax, administrative, and incentive measures are planned to be implemented.

Thus, a special tax regime is established in the district for both new and existing business entities: enterprises will be exempted from paying VAT on the import of technological equipment, tax rates under the simplified tax system will be reduced to 1%, pension insurance contributions will be reduced, and deferral (installment payment) of taxes will be provided without interest accrual for its use.

In addition, the program provides for measures to develop investment activities. For example, for prompt decision-making, the right to dispose of inefficiently used property in republican ownership is granted to the Orsha District Executive Committee.

The use of construction and technical norms established in the EU, EAEU, and the PRC is permitted in the district, with state expertise of project documentation without its adaptation to current standards.

When creating or expanding production facilities, enterprises in the district are exempted from compensating for losses in agricultural and forestry production, as well as from compensatory payments for the cost of removed plant species.

To further unleash business initiative in the Orsha district, there will be a further streamlining of inspection activities, as well as decriminalization of economic risks.

Thus, a moratorium on selective inspections is introduced until December 31, 2023, and an exclusive list of cases for conducting unscheduled inspections is determined.

In addition, it is envisaged to minimize cases of detention of accused and suspected persons in the commission of economic crimes in favor of preventive measures not related to isolation from society.

Certain provisions of the decree are aimed at material incentives for personnel by linking the salary level of heads of organizations and civil servants with the results of the Orsha district development program.

It is envisaged to lift the restriction on the ratio of the head's salary to the average salary in the organization. The most effective measures for the development of the Orsha district will subsequently be extended to other regions of the republic and will form the basis of a comprehensive plan of measures for their development.
