From July 1, all legal entities and individual entrepreneurs are obliged to install payment terminals
Resolution of the Council of Ministers of the Republic of Belarus and the National Bank of the Republic of Belarus No. 489/7 of May 21, 2014, amended the requirements for equipping facilities with payment terminals.
As reported by the Ministry of Taxes and Duties for the Vitebsk region, the list of facilities where legal entities and individual entrepreneurs are obliged to install payment terminals includes pavilions, kiosks, sanatoria, rest houses (bases), health centers (complexes), taxi cars, diagnostic stations performing technical inspection of vehicles, as well as railway station ticket offices serving more than 250 passengers per day and having communication lines.
In addition, all retail facilities (previously only retail) and catering facilities (previously only stationary retail) located in capital buildings fall under this requirement.
Since the beginning of the current year, facilities are subject to equipping with payment terminals if, based on the results of 2013, the amount of revenue received exceeded 7500 basic units, for facilities of the consumer cooperative system – more than 15,000 basic units, for facilities of public services – more than 3750 basic units.
Facilities listed in the list, which are starting to sell goods, perform work, provide services, or engage in gambling business, must also be equipped with payment terminals before commencing these operations.
For facilities from the mandatory list where payment terminals are not installed, regardless of the amount of revenue received, special deadlines are provided for their equipping: in cities of regional subordination and Minsk – from July 1, 2015; in cities of district subordination – from January 1, 2016; throughout the territory of Belarus – from July 1, 2017. In this case, the number of payment terminals in the facility must correspond to the number of cash registers.
Thus, from July 1, all legal entities and individual entrepreneurs are obliged to install payment terminals that ensure, among other things, the acceptance of bank payment cards of international payment systems Visa and MasterCard, and the domestic payment system "BELKART", issued by banks of the Republic of Belarus, in facilities located in cities of regional subordination and Minsk.
Tax authorities explain that from July 22, 2014, the sale of vegetables, fruits, and melons by weight, as well as the sale of goods for cash to legal entities and individual entrepreneurs in all retail outlets (previously - in retail outlets) is allowed only with the use of cash registers.
From the specified date, it is allowed to accept cash without cash registers in public catering facilities located in secondary schools, Olympic reserve schools, and specialized educational and sports institutions.
