The highest retention rate of young specialists in the housing and communal services and industrial enterprises of the Vitebsk region

December 1, Vitebsk / Diana Kurilo - BELTA /. The largest number of young specialists continue to work after the expiration of their mandatory assignment period in the housing and communal services and industrial enterprises of the Vitebsk region. In the housing and communal services sector, the number of young specialists staying after the mandatory work period has increased from 35% in 2006 to 70% in 2010. This was announced today at a press conference by the Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, reports a BELTA correspondent. In industrial enterprises, the retention rate of young specialists has been stable at around 70% for the past few years. According to the governor, young people are now more actively staying in agricultural organizations in the region than in previous times. About 65% of young specialists continue to work in farms after their mandatory assignment period (in 2006, this figure was no more than 40%). Construction organizations have also become more attractive to young people. While in 2006, 49% of young people stayed in this sector, now more than 60% of young specialists associate their future careers with the construction industry. According to Alexander Kosinets, the increase in the retention of young specialists at their first job is facilitated by the work carried out by enterprises to improve their professional level, create conditions for career growth, and secure them at their workplace. Collective agreements of enterprises and organizations include provisions for providing young specialists with certain social guarantees. Housing or dormitory accommodation is provided. Some enterprises offer interest-free loans for housing construction or the purchase of household goods. With the consent of young specialists, contracts are concluded with them, providing for salary supplements of 30% of the tariff rate or more. A medium-term program "Personnel" is being implemented in the region, aimed at eliminating personnel shortages in various sectors and addressing issues of specialist training and retraining. Much has been done to retain young specialists, but not everything, the governor admitted. Annually, up to 20% of young workers in industrial enterprises and construction organizations leave their jobs, move to commercial structures, or go abroad. They are dissatisfied with low wages and difficult working conditions with a significant amount of manual labor. Not all organizations and enterprises are able to provide young specialists with housing, and some do not even have their own dormitories. Sometimes, the heads of labor collectives themselves do not show interest in attracting young talent. Young specialists need housing and decent wages, then they will value their workplace and their homeland, emphasized Alexander Kosinets. Annually, over 6,000 graduates of higher and secondary specialized educational institutions and vocational education institutions arrive for assignment at enterprises and organizations in the region. The largest number of them are in agriculture – about 2,000, in industry – almost 1,200, in construction – about 1,000, in education – over 700 people, and the same number in trade and public catering. -0-
