Sanatorium and resort treatment in the Vitebsk region: vouchers, benefits, prices

Nine sanatorium-resort organizations are located in the Vitebsk region, including two children's health resorts – the "Rosinka" sanatorium and the "Zhemchuzhina" Children's Rehabilitation and Health Center. All of them are situated in picturesque locations, mostly on lakes. The health resorts have a modern medical and wellness base and developed infrastructure. Guests receive qualified medical assistance here in the treatment and prevention of the most common diseases of the musculoskeletal system, nervous and cardiovascular systems, and the gastrointestinal tract. In total, 360 types of medical services are provided. In addition, climatotherapy occupies an important place in the system of therapeutic, rehabilitation, and preventive measures, and the main natural therapeutic factors are mineral waters, peat mud, and lake sapropels. During one stay, the sanatorium-resort organizations of the Dvina region can accommodate 1114 people. In the first quarter of the current year alone, 14,543 citizens underwent treatment and wellness here, including about five thousand foreigners. Revenue from the sale of services amounted to 26.1 billion rubles, and additional paid services not included in the cost of the voucher were provided for 9.1 billion rubles.

This was reported by the head of the representative office of the Vitebsk Regional Department of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population, Elena Andreikova. During a "direct line" with readers held at the editorial office of "Vitbichi", she answered questions received by phone. They were related to obtaining vouchers for health resorts, as well as the organization of children's summer holidays in camps. Today we are publishing E. — Elena Borisovna, my daughter has been working as a orderly in a hospital for 16 years. She has never taken a voucher to a sanatorium, how can she get one? Alexandra SHEVCHENOK.

— To get a voucher, first of all, your daughter needs to get a certificate from her attending physician at the clinic stating that she needs sanatorium treatment. With this certificate, she must contact the health improvement commission at her workplace, write an application, and she will be put on the waiting list, as there is usually a queue. The commission submits an application to our representative office, and we allocate a voucher according to the number of employees at the enterprise. The average cost of a voucher is five million for 18 days, including accommodation, meals, and treatment. Depending on the employee's salary, the person makes a surcharge for the voucher. How is the surcharge calculated? By the ratio of the voucher recipient's salary to the accrued average monthly salary of workers in the republic. A coefficient is calculated, which is used to determine the surcharge, it ranges from 15 to 100 percent, and on average 30 percent of the full cost of the voucher.

— I am a pensioner, a second group invalid, I haven't been to a sanatorium for about 15 years, I haven't applied anywhere. How can I get a voucher, are there any benefits? Nina STEPANETS.

— In accordance with Presidential Decree No. 542, Group I and II disabled individuals are provided with free vouchers once every two years. You need to contact the representative office specialist at the following address: Gogol Street, 2, and bring a doctor's certificate stating the need for sanatorium-resort treatment, your passport, pension certificate, disability certificate, and employment record book. You will be included in the lists of those in need of sanatorium-resort treatment.

— I am a Group III disabled person and I am not working. Am I eligible to receive a free sanatorium voucher? Tatyana Yakimova.

— According to Presidential Decree No. 542, disabled individuals and participants of the Great Patriotic War, residents of besieged Leningrad, labor front participants, disabled individuals from childhood due to the consequences of the Great Patriotic War, and Group I and II disabled individuals are entitled to a free voucher. Unfortunately, this benefit does not apply to your group.

— Is it possible to book a voucher to the sanatorium "Belorussiya" in Mishor now? Larisa Ivanovna.

— In Mishor, our sanatorium "Belorussiya" used to accommodate adults and parents with children, and previously we received up to 300 vouchers per year to the Crimean health resort. Currently, the vouchers have been recalled indefinitely until the situation in Ukraine stabilizes.

— I am studying in college, can I get a sanatorium voucher? Ivan.

— Vanya, if you are under eighteen years old, your parents can obtain a free voucher to a children's sanatorium for you at their place of work. If you are of legal age, you should act independently – write an application for the purchase of a voucher at your place of study with a payment of 15 percent of the full cost of the voucher.

— We are a large family, I am not working and not registered with the employment center, and my husband works in Russia. Can we get vouchers for a children's camp? Irina Nikolaevna.

— In your case, vouchers can only be purchased at full cost, as neither you nor your husband pay insurance contributions to the social protection fund of the population and are not subject to social insurance in Belarus.

— What benefits for summer health improvement and sanatorium-resort treatment does a large family have? Natalia.

— For sanatorium-resort health improvement under Decree of the President No. 542, sanatorium-resort vouchers are provided to all children free of charge, regardless of their family background. As for health improvement, your family's status gives you the right to purchase a voucher for a child twice a calendar year using a state subsidy. This year it is 1,200,000 rubles.

— I am a participant of the labor front. Due to health reasons, I cannot go to a sanatorium, but can I receive compensation? Semen TRIGUBOV.

— Semen Nikolaevich, unfortunately, you cannot receive compensation. According to Decree of the President No. 542 (para. 5), participants of the labor front are not granted this right.

— I am a pensioner, I live in Vitebsk, my children are [elsewhere], but I am registered in another region. Where should I get in line to receive a sanatorium voucher? Irina Mikhailovna.

— I am on parental leave for a child up to 3 years old. Can I get a voucher for joint health improvement with my baby? Elena.

— No, because you are on maternity leave and insurance contributions to the social protection fund of the population are not paid on your behalf.

— I am a second group disabled person, my husband, my child's father, is not working and is not registered with the employment center. How can we improve our child's health? Svetlana Ivanovna.

— You are entitled to a state-subsidized voucher for 1,200,000 rubles. With documents – your passport, disability certificate, your and your spouse's work record books, and your child's birth certificate – you must contact the Vitebsk Regional Department of the Republican Center for Sanatorium-Resort Treatment and Health Improvement of the Population at your place of registration (in district centers, representatives of the department are located in district executive committees).
