A great deal has been done: intermediate results of work on the decree on the development of the Orsha region were summarized in Orsha

The time remaining until 2023, when accountability for work under Decree No. 506 "On the Development of the Orsha District of the Vitebsk Region" will be required, is short. Intermediate results were summarized at a meeting of the State Control Committee in Orsha.

The event was chaired by the head of the control department, Vasily Gerasimov. The Vice-Premier Petr Parkhomchik and the Chairman of the Vitebsk Regional Executive Committee Alexander Subbotin also took part in the field meeting. The focus was on the most relevant issue for the Orsha district, which is experiencing a rebirth. Namely, what is being done to ensure that the region develops dynamically and becomes an example for similar medium-sized cities in Belarus?

Recall that the project, the implementation of which is under the control of the Head of State, was conceived as an economic experiment. Systemic and coordinated work on this issue could give a new impetus to the Orsha region. In practice, it is impossible to do without working on mistakes. Facts on the table.

The Chairman of the Vitebsk Regional Committee for State Control, Vladimir Godyatsky, states:

— A lot has indeed been done under Decree No. 506, signed by the President in December 2018. The implementation of the Development Program for the Orsha District until 2023 is a significant contribution to the economy, social sphere, and other areas of the region. At the same time, far from all the set target indicators are being met. The State Control Committee predicts a threat of disruption of individual measures. Thus, according to preliminary results for 2022, it is clear that some indicators will not be met. And these indicators concern the modernization of the region's industrial flagships and some agricultural enterprises. A negative trend has emerged in the reduction of the number of employed people in the district's economy. There are also vacancies that have been open for years, and extremely unattractive job offers with low wages.

Today's meeting, the interlocutor emphasized, is a principled open discussion. About how, due to objective reasons in some cases, and due to the sluggishness of the performers in others, the Program's entry into the final stage is being delayed.is required. This needs to be addressed, and urgently.

Since 2018, 2 billion rubles from the budget and the organizations' and enterprises' own funds have been allocated to finance the measures provided for by the Program. The measures taken have significantly increased the industrial potential and developed the social infrastructure of the region. This includes the implementation of significant investment projects for the country in the Orsha district, the construction of new workshops and facilities, and the acquisition of state-of-the-art equipment... At the same time, the collegium noted problematic issues. As of today, only 138 out of 353 Program measures have been completed. For example, the planned volumes of industrial production and export of goods have not been achieved overall. At 11 out of 14 industrial enterprises, the fulfillment of a number of indicators set for 2022 is not in sight. For instance, the Orsha Tool Plant will not complete the project for the production of modern metal-cutting and auxiliary tools with the introduction of innovative processes in 2023. 25 units of domestic and 20 units of imported equipment have already been purchased. The search for alternative suppliers of the remaining imported equipment is ongoing. Despite all this, the enterprise is unable to install and commission the machines due to the delayed construction of a thermoconstant section for the production of modern tools. The reason is the failure of Orsha Construction Trust No. 18 to perform work according to the schedule.
One of the significant projects of the Program is the implementation of a ring rolling production facility at the premises of the "Plant of Automatic Control Devices" (PAK). The latter will allow the production of products in demand in the aviation engine industry, nuclear power, shipbuilding, and machine-building... The project is being implemented, but its completion has been postponed to 2025. The PAK Plant has also organized the production of water treatment equipment. In 2020, 23 iron removal stations were manufactured, and six were sold. The issue is the price, which is higher than that of competitors.

Despite the measures taken, OJSC "Orsha OMZ "Metallist" also operates less effectively than desired. In the first half of the year, its production capacity was utilized at 31.3 percent, and the wages at the enterprise remainbelow the district average.

Significant funds have been invested in the "Agro-industrial Complex" subprogram. There are results! A new slaughterhouse has been built at the Orsha Meat Canning Plant, a modern dairy farm "Churilovo" for 2000 head of dairy herd has been commissioned, etc. At the same time, the agricultural production growth rate set by the Program in the Orsha district has not been ensured. This is a consequence of non-compliance with agricultural production technology and the incomplete implementation of large investment projects. The same dairy farm "Churilovo" is half-filled. The slaughterhouse of the meat canning plant is also underloaded.

There are quite a few nuances regarding the full implementation of the measures of the "Construction Complex and Housing Construction" subprogram. There are also questions for investors who are accustomed to using local business preferences more, but not investing in the district itself.

The former pace of Program implementation needs to be restored and maintained. **Chairman of the State Control Committee Vasily Gerasimov** summarized:

— The attention of officials at all levels to the problems of the Orsha region is decreasing, which is reflected in the dynamics of the Program's implementation. The main task of today's collegium meeting is to substantively and fundamentally discuss the problematic issues of the district's development, the implementation of the President's instructions, and also to develop an algorithm for further actions, including assessing the ability of personnel to solve the tasks set. Today, real results are needed from specific enterprises and targeted work of the entire power vertical.
