Vitebsk region executive committees managed to find almost half of the heirs of vacant houses
February 22, Vitebsk / Diana Kurilo - BELTA /. Rural executive committees in the Vitebsk region have managed to find almost half of the heirs of vacant and dilapidated houses in four years, said Alexander Atyasov, Chairman of the Vitebsk Regional Council of Deputies, at an expanded meeting of the presidium of the Vitebsk Regional Council of Deputies, as reported by a BELTA correspondent.
In accordance with Decree No. 70 of February 3, 2006 "On measures to streamline the accounting and reduce the number of vacant and dilapidated houses with outbuildings and other structures in rural areas," all settlements in the region were surveyed, and more than 25,000 vacant and dilapidated houses were identified. Rural and settlement executive committees have carried out significant work to search for potential heirs of such houses, resulting in more than 13,000 notifications sent to citizens about their intention to use the houses for residence. Approximately Br3.9 billion has been allocated to streamline the accounting and reduce the number of dilapidated and vacant houses in the villages of the Vitebsk region over the past four years.
During the period the decree has been in effect, courts have made decisions to recognize 139 vacant houses as ownerless and transferred them to the ownership of administrative-territorial units. More than 9,500 dilapidated houses have been demolished.
At the same time, Alexander Atyasov noted that local authorities are still slow in preparing lawsuits to the courts to recognize buildings as ownerless, and there is a lack of promptness in determining the further use of houses transferred by the courts to the ownership of administrative-territorial units. The presidium of the regional council considers it necessary to continue the practice of transferring land plots freed up as a result of the demolition of dilapidated houses for the construction of new houses within the framework of the rural housing construction program. -0-
