Sergey Levkovich held a personal reception of citizens in Tolochin

Сергей Левкович провёл личный прием граждан в Толочине
A trend towards a reduction in citizens' appeals is observed in the regions. This was stated by Presidential Aide – Inspector for the Vitebsk Region, Sergey Levkovich, summing up the results of a personal reception of citizens in Tolochin.

Three residents of the region sought his assistance in resolving their problems. Despite the fact that all issues are of a private nature, they raise problems that are relevant for certain segments of the population or characteristic of the locality.

One of the residents of the district center demanded the removal of self-built gardens near an apartment building on Narchuk Street. The pensioner wants to see landscaped lawns under her windows and not hear extraneous noise. It is noteworthy that the gardens, which were illegally established back in Soviet times, do not impede the access of special equipment, do not spoil the appearance of the adjacent territory, and are kept in order. A few years ago, the residents of the building purchased and installed a metal fence at their own expense. Some of the gardeners also came to Sergey Levkovich's reception to talk about how important it is for pensioners to have the opportunity to work in their garden beds. However, the law is the law. The residents of the building will be offered other land plots. Or a compromise by agreement with the applicant – to remove the garden beds and the fence directly under her windows.

One of the residents of Tolochin complained about the impossibility of purchasing a vacant farm for one base value and obtaining a land plot of 84 hectares for personal subsidiary farming. At the same time, no application has yet been submitted by the citizen to the district executive committee for the organization of a peasant farm. And this, according to Valentina Krivetskaya, head of the land management department of the Tolochin District Executive Committee, is the first step that the applicant should have taken.

– The owner of the farm is OJSC "Tolochinsky Rayagropromservis". The land is also provided to the enterprise for permanent use for commercial agriculture. Currently, it is used for perennial grasses, – Valentina Krivetskaya explained the situation. – A commission was assembled, which provided all clarifications to the applicant. Regarding the purchase of real estate, he must resolve the issue with the business entity. And at the moment, the owner is preparing documents for the sale of the farm at auction, in which the applicant can also participate. The land (84 ha) can only be provided by a decision of the district executive committee with the consent of the current land user when a peasant farm is organized. Therefore, the first step is the organization of a peasant farm on a specific plot, indicating its location and providing a development program with justification. A sample application and procedure were provided to the citizen. So far, no such application has been received from the person who attended the meeting.

Sergey Levkovich noted that meetings with citizens on-site are an extremely effective way of working with the population.

– Today, any citizen can approach a leader of any level, a parliamentarian, and ask questions of interest. With rare exceptions, all citizen appeals are considered promptly and substantively. Despite the fact that there are many of them, – emphasized the Aide to the President. – It is noteworthy that there is a trend towards a reduction in citizen appeals. I see that in a number of areas, typically housing and communal services, road quality, and trade services, there are significantly fewer issues. I do not see any critical situations in the appeals today. They are less complex, do not require global solutions. However, in some areas, such as major repairs of housing, informing citizens on certain issues, we still have work to do.

Analyzing the appeals received during the meeting with citizens in Tolochin, Sergey Levkovich emphasized that everything must be in accordance with the law and in the interests of the people.

– Regarding the first question, it seems the applicant is legally right. However, there is another aspect to the issue that concerns a larger number of people. These are people of retirement age who have been engaged in gardening on the adjacent territory for decades. The local administration is trying to find a compromise to satisfy the interests of both parties, – said the President’s Aide. – As for farms, they are supported at the state level in our country. There are mechanisms for farmers to be allocated land, and there are no obstacles to this. But on the condition that this land will be used effectively. Before receiving it, a person must clearly understand their capabilities and calculate the results of their farming.
