Sergey Levkovich held a personal reception of citizens in Vitebsk

How to access a garden plot if a neighbor has blocked the driveway? Who can help determine the boundaries of private property in a dispute with an adjacent landowner? How to improve housing conditions and return children to the family? With such questions, 11 people turned to the personal reception of citizens by the Assistant to the President – Inspector for the Vitebsk Region, Sergey Levkovich.

Nina V., a resident of Vitebsk, complained about her neighbor in a horticultural partnership who had occupied part of the road, blocking access to her house. The conversation with the woman was emotional; she did not accept the proposed solutions and insisted on demolishing the neighbor's gate. After carefully studying the presented photos, documentation, results of the inspection, and the applicant's arguments, Sergey Levkovich explained: both plots are registered in accordance with the general plan of the horticultural partnership, their boundaries are certified by the BTI, therefore, the long-standing conflict between the neighbors should be resolved in court.

Two men appealed to the President's Assistant with a request to assist in arranging access to the cemetery in the village of Grebenitsy, Vitebsk district. According to the applicants, after the rains, it is impossible to drive to the graves even in a Niva SUV, and they have to hire a tractor. Sergey Levkovich noted that despite the fact that burials are rare in this rural cemetery and people visit the graves of relatives at most 1-2 times a year, the road still needs to be maintained. He instructed the representative of the district executive committee to stay in touch with the applicants and ensure that the road is timely covered with gravel. He also ordered proper work to be carried out with the chairmen of rural executive committees, emphasizing that their main function is to work with the population, see and hear the problems of citizens, not to dismiss them, but to persistently solve them by interacting with higher authorities and district services.

Anzhela Sh., a resident of Vitebsk, asked for help in resolving a conflict situation regarding the establishment of land plot boundaries. Her neighbor demands that the woman move her capital fence 80 cm away from the roadway. At the same time, the fence does not violate the boundaries of the neighbor's plot in any way. The President's aide noted that the issue concerns neighborly relations more than a land dispute and instructed to resolve it.

– Personal reception is an important form of work with the public, – emphasized Sergey Levkovich in a conversation with journalists. – Today we considered many land disputes that are more related to interpersonal relationships. For such issues, decisions must be made not only from the standpoint of compliance with the law but also taking into account the interests of citizens. At the reception, there were practically no appeals related to the work of housing and communal services, in particular, the quality of services provided, roads, and yard areas. This indicates that systematic work is being carried out in these areas, which yields positive results. The issue of obtaining rental housing remains relevant. A problem was voiced concerning monetary compensation for damage caused many years ago by a foreign citizen as a result of a traffic accident – it is extremely difficult to resolve due to objective reasons. The issue of equipping electric heating in a residential building in Gorodok has been resolved positively.

According to Sergey Levkovich, there are no minor issues among citizens' appeals. Any problem should be approached with understanding, "without filters." After all, this is why leaders hold personal receptions – to help people understand complex situations.
