The system of measures for the implementation of the socio-economic development forecast for 2013 has been approved in the Vitebsk region
The Vitebsk Regional Executive Committee has approved a system of measures to achieve the socio-economic development forecast indicators for the region in 2013, as reported to a BELTA correspondent by the Economics Committee of the Regional Executive Committee.
The system of measures includes both a list of organizational activities and specific actions aimed at fulfilling the tasks set by the order of the Chairman of the Regional Executive Committee, Alexander Kosinets. To achieve a gross regional product of 112% compared to January-December 2012, it is necessary to ensure a growth rate of agricultural production at 112% compared to last year, an increase in added value in industry of at least 12%, and a planned trade turnover growth rate through all sales channels of 115%.
For each enterprise, a set of measures will be developed to increase industrial production in actual prices by at least 1.5 times by increasing the utilization of production facilities by at least 20%, reducing labor intensity, and cutting non-production losses. Throughout the year, at least 10 enterprises in the production sector are planned to be created in each district. The region will host at least 2,000 sales of non-food products, 350 agricultural product fairs, and 100 school markets. Within the year, 29 shops and 5 public catering facilities will open.
A separate set of measures is planned to reduce cost levels by 1%, material intensity in industry by 5%, energy intensity by 8%, and to achieve the target indicator for energy saving at minus 8%. It is expected that the reduction in intermediate consumption will be achieved through the implementation of production modernization measures. Each organization will conduct an inventory and reduce norms and standards for all types of resource consumption, and mandatory energy audits of organizations are also planned. More than 50,000 automatic lighting control devices are planned to be installed in common areas of the housing stock.
To increase exports of goods (excluding oil and petroleum products) by 50% in 2013 compared to 2012, it is planned to significantly increase exports of meat and dairy products, develop a distribution network in the Russian Federation and Kazakhstan, and ship goods to the "Belarus-Vietnam" trading house. In the region, work will continue on diversifying export sales and ensuring counter-sales of goods to countries from which products are imported.
Personal responsibility for the implementation of the set of measures is assigned to the chairmen of city and district executive committees, and heads of committees and departments of the regional executive committee.
