The extraordinary 34th session of the regional council of deputies of the 28th convocation took place
Over Br60 million will be allocated from the Vitebsk region budget for healthcare workers' salaries, including incentive payments for medical personnel working with increased workloads due to COVID-19. This was announced by Gennady Grebnev, Head of the Main Financial Department of the Regional Executive Committee, at an extraordinary 34th session of the 28th convocation regional council of deputies.
The Head of the Main Department proposed to increase the revenues of the regional budget by Br56.8 million, including Br20.2 million from the expected over-fulfillment of the own revenues plan and Br35.9 million from transfers from the national budget. "The main increase in regional budget expenditures, totaling Br60.3 million, is for salary payments in the healthcare sector, including incentive payments for work under conditions of coronavirus infection spread. The sources of funding for these expenditures are the own revenues of the regional budget, including funds from the additional reserve fund, transfers from the national budget, and the budgets of the Vitebsk district and the regional center," Gennady Grebnev stated.
The Main Department for Healthcare of the Regional Executive Committee will receive an increase in allocations for medical staff salaries amounting to over Br31 million, and districts and Novopolotsk will receive about Br29 million in the form of transfers. Funds totaling Br772 thousand are concentrated in the regional budget for the maintenance of the medical care service.
The session of the regional council also addressed the issue of financing current repairs and strengthening the material and technical base of educational institutions. In the Vitebsk region, these works are being carried out in schools in five districts: Gluboksky, Orshansky, Chashniksky, Polotsky, and Senno. A total of Br160 thousand will be transferred to them from the regional budget for these purposes.
The Polotsk District Executive Committee will also receive Br300 thousand for the restoration and reconstruction of the Transfiguration Church on the territory of the Spaso-Evfrosinievsky Convent. Upon the request of the Miory District Executive Committee and the Committee for Architecture and Construction of the Regional Executive Committee, Br21 thousand will be allocated as a one-time subsidy to a large family for the purchase of a residential house.
Head of the Main Department of Housing andThe head of the communal services of the regional executive committee, Yuri Dyadelo, said that this year, under the "Clean Water" program, due to numerous public appeals, it is necessary to connect water supply networks in the settlements of Stary Lepel and Bolshoy Polsvizh in the Lepel district and to build an iron removal station in the village of Muravshchina in the Polotsk district. The head of the deputy corps of the Vitebsk region, Vladimir Terentyev, noted that the arrival of clean water in each settlement should become a celebration for its residents. "When the state program 'Clean Water' just began, the introduction of water supply networks and iron removal stations was a significant event and was celebrated with great fanfare. Now we are already accustomed to the fact that work is carried out regularly, new facilities are being commissioned, and this is good. From the deputies of local councils, a request was received to hold similar events with the participation of amateur groups. After all, this is truly a celebration: when clean water comes to a settlement, a huge number of problems are solved, both domestic and medical," emphasized the chairman of the regional council of deputies.
At the end of the regional council session, Vladimir Terentyev touched upon the issue of the region's sports component. He noted that Vitebsk trampoline athletes have already begun preparations for the Olympics in Paris, and at the Summer Games in France, they plan to present athletes among both men and women.
