Specialized state property management companies can be established in the cities of the Vitebsk region
Specialized state property management companies may be established in major cities of the Vitebsk region. This was announced at a seminar by Viktor Zaitsev, Chairman of the State Property Committee of the Vitebsk Regional Executive Committee.
According to the results of 2018, the total area of unused communal property in the Vitebsk region increased by 9.5% to almost 534 thousand sq.m. The growth is due to the acceptance of property from liquidated business entities and social facilities in rural areas into communal ownership. Almost 94% of vacant areas are owned by cities and districts. Therefore, the ongoing work to reduce unused property requires improvement, one of the directions of which is the creation of specialized companies. In Vitebsk, the city executive committee acted as the founder of the communal unitary enterprise for providing services "Real Estate Center of Vitebsk", the work experience of which deserves study and implementation by city and district executive committees, as well as state associations of the Vitebsk region, noted Viktor Zaitsev.
According to Vladislav Antonenko, acting director of the Vitebsk Real Estate Center, the Vitebsk City Council of Deputies exercises the functions of the enterprise's owner, and the main activity is the rental of its own and leased property. Over 600 buildings and structures have been transferred to the organization's balance sheet, including almost 500 isolated premises of communal ownership. The company provides potential clients with the widest possible range of related services, from selecting premises in accordance with client requirements to legal support of the transaction.
As of March 1, the enterprise has concluded more than 460 active lease agreements, as well as 105 gratuitous use agreements for real estate objects. In 2018, the budget received over Br2.1 million from the sale of unused property by the company at auctions. As of January 1, 2019, the total area of real estate objects owned by the Vitebsk region and its administrative-territorial units,
made up more than 9.8 million sq. m. Of these, the area of leased properties exceeded 325 thousand sq. m and increased by 9.2% in 2018, almost 923 thousand sq. m were transferred for gratuitous use (an increase of 15.3%). In total, in 2018, 162 real estate objects were involved in economic circulation, including 82 unused buildings and structures sold, 13 objects were started to be used by balance holders for their own purposes.
