To become the best in the republic – this is the task set by the governor to Nikolai Lisovsky, who headed the unified executive committee of Orsha and the Orsha district

Стать лучшими в республике – такую задачу губернатор поставил Николаю Лисовскому, возглавившему объединенный исполнительный комитет Орши и Оршанского района

According to the Decree of the President of the Republic of Belarus of January 14, 2013, on the unification of districts and cities of regional subordination with a common administrative center, Orsha and Orsha District became one administrative-territorial unit. In February, a session of the united Council of Deputies was held. We remind you that Stanislav Koshkin became the chairman of the district Council of Deputies.

Nikolay Lisovsky headed the executive power of the region. The participants of the extraordinary 29th session of the Council of Deputies of the 26th convocation, which took place this week in Orsha, voted for his candidacy, which was agreed upon by the head of state and the governor.

Nikolay Viktorovich's personality is well known here. Until recently, he held the position of chairman of the city executive committee. He is originally from the village of Zapolye, Orsha District. He began his career as a simple worker. At the Orsha Meat Processing Plant, he rose to the position of deputy director for supply and trade, then headed OJSC "Vitebsk Meat Processing Plant" and from there returned to his homeland as mayor. In almost five years of service, he did a lot for his city, bringing it to a higher level in various parameters of socio-economic development. Thus, out of 16 indicators set by the government of the republic for the past year, Orsha fulfilled 12, which is the best result among the cities of the Vitebsk region. He proved himself to the regional leadership as a demanding person with high organizational skills.

– The unification of the city and the district is an opportunity to raise the industry, agriculture, and social sphere of the region to a qualitatively new level, improve the coordination of actions of various structures, and optimize management processes. The reorganization will also allow for the most effective and, at the same time, economical use of all available resources, – is convinced Nikolai Lisovsky. – I want to emphasize that the integration process coincides with the time when a new production cycle is beginning in the district, and the final result will depend on how well we all work together today. In agriculture, we need to ensure the gross grain and leguminous crop yield reaches up to 110 percent of the 2012 level, milk production per cow up to 5-7 thousand with a commercial yield of at least 90 percent, average daily weight gain for pigs – at least 800 grams, and for cattle – 1000 grams. In addition, measures must be taken to reconstruct and technically re-equip dairy farms, modernize the pig breeding complex, and much more, on which the success and further development of the agro-industrial complex of Orsha region depend.

– By strengthening the administrative-territorial unit, making it a single complex and optimizing forces, we are simply obliged to achieve the maximum result, – emphasized the Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets, introducing the new head. – This will be a powerful industrial and agrarian complex. With such industrial flagships as the Orsha Flax Mill, Krasny Borets, Legmash, Orshaagromash, Svitanka plants, and the aircraft repair plant in Bolbasovo, the district budget should be practically self-sufficient.

At the same time, out of the 32 industrial development positions assigned to the region, Orsha fulfilled only 16, and the district – 6 out of 9. For the region's economy and industry, 2013 is a kind of carte blanche. It is necessary to ensure the effective operation of the industrial complex. The main sources for modernization are own funds, foreign credit lines, and the creation of joint ventures.
Inefficiently used workshops should be put up for auction, and new production facilities should be organized. At least 50 enterprises need to be opened in Orsha and the district so that the revenue per employee is at least 70 thousand dollars. Then we will achieve the desired result.

Alexander Nikolaevich set the director corps the task of mastering innovative products, developing a branded distribution network, increasing exports of goods and services, enhancing competitiveness, and at the same time reducing production costs.

In the activities of the agro-industrial complex, the head of the region strongly recommended reviewing the organization of work, including significantly increasing the production volumes of meat and milk, ensuring a high culture of farming and a substantial harvest, with no excuses related to the weather.

The Governor emphasized that for Orshanshchina to fulfill all indicators assigned by the region 100% in 2013, the district must become the best in Vitebsk region and in the country, and all the necessary conditions for this are available.
