The technical regulations for buildings, structures, and construction materials will be introduced in Belarus from August 1

July 30, Minsk /Lilia Krapivina - BELTA/. The technical regulation "Buildings and structures, building materials and products. Safety" (TR 2009/013/BY) will come into force on August 1 in Belarus. This was reported to a BELTA correspondent at the State Committee for Standardization. This technical regulation establishes requirements for buildings and structures, design documentation, building materials and products in order to protect the life, health and heredity of citizens, property and the environment, as well as to prevent actions that mislead consumers (users) regarding the purpose and safety of structures, building materials and products. The technical regulation has been developed based on European directives 89/106/EEC and 2002/91/EC and will be another step towards harmonization with the European standardization system, the State Committee for Standardization noted. It was prepared under the program for the development of technical regulations of the Republic of Belarus for the period up to 2011. TR 2009/013/BY applies to newly constructed and (or) reconstructed buildings and structures put into operation at the design, construction, operation and dismantling stages, regardless of their forms of ownership and departmental affiliation. At the same time, the technical regulation does not apply to outbuildings - service buildings and other structures that perform auxiliary functions for household management. It also does not apply to temporary use facilities. This refers to temporary stationary or mobile trade, public catering, consumer services and service facilities for the population in public areas that are not real estate. The technical regulation also does not apply to civil defense and military construction facilities, or transport structures. When designing structures, a risk assessment must be carried out. It includes the identification and clear description of all hazard sources at each stage of the structure's life cycle, including during normal operation and emergencies. A quantitative risk assessment using calculation, experimental, and expert methods must also be performed. The development of structural, technical, and engineering solutions and measures to reduce risk to a permissible level is required. During the construction of structures, the customer or developer is obliged to implement a set of safety measures defined by the design documentation. The risk level must not exceed the permissible level established for a specific structure. If tests of the structure's components are required to ensure the safety of the structure during or after the completion of construction and installation work, they must be carried out in full, meeting the requirements of the design documentation. The technical regulation outlines requirements for building materials. Information on the parameters and characteristics of building materials and products, as well as the type, grade, model, name, or trademark of the manufacturer, must be applied directly to the product or its packaging and (or) indicated in the accompanying documents if this information cannot be applied to the materials and products. -0-
