A re-socialization center for previously convicted individuals will open in Orsha in the first quarter
February 4, Vitebsk / Olga Bogacheva - BELTA /. A center for the resocialization of previously convicted persons is to open in Orsha before the end of the first quarter. This was stated today by Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets at a coordination meeting on combating crime and corruption in the region, according to a BELTA correspondent.
The majority of persons annually released from two correctional institutions located in Orsha remain in the city and Orsha district. Many of them break the law again after a short period of time, which leads to a high level of recidivism in the region. "The opening of the resocialization center will help stabilize the current situation and will be an effective preventive measure," emphasized Alexander Kosinets, instructing the heads of all relevant departments to immediately start working on the creation of this facility.
Heads of law enforcement agencies in Vitebsk and Vitebsk district, where almost 7,000 crimes were committed in 2010, or 40% of all offenses registered in the region last year, must also pay the closest attention to the operational situation. At the same time, the emphasis in the police's work should be on solving and preventing thefts, as well as preventive work with persons released from places of deprivation of liberty.
In 2010, the number of crimes committed by previously convicted persons in the region increased by 12.4% to 5.5 thousand. Their share increased from 41.6% in 2009 to 46.4% in 2010. -0-
